General Safety and Usage Guidelines for Backup Generators

A) Be sure to use your generator correctly. Using a generator incorrectly can lead to dangerous situations:

1) Carbon monoxide poisoning from engine exhaust. Even if you can’t smell exhaust fumes, you may still have been exposed to carbon monoxide. If you start to feel sick, dizzy, or weak while using a generator, get fresh air right away. If you experience serious symptoms, get medical attention immediately. Consider installing battery-operated carbon monoxide alarms. Be sure to read the manufacturer’s instructions and take proper precautions.
2) Electric shock or electrocution.
3) Fire.

B ) Use a portable generator only when necessary, and only to power essential equipment.

C) Position generators outdoors and well away from any structure.
1) Running a generator inside any enclosed or partially enclosed structure can lead to dangerous and often fatal levels of carbon monoxide.
2) Keep generators positioned outside and at least 15 feet away from open windows so exhaust does not enter your home/business or a neighboring home/business.

D) Keep the generator dry. Operate your generator on a dry surface under an open, canopy-like structure and make sure your hands are dry before touching the generator. Do not use the generator in rainy or wet conditions.

E) Disconnect the power coming into your home/business. Before you operate your generator, disconnect your normal source of power. Otherwise, power from your generator could be sent back into the utility company lines, creating a hazardous situation for utility workers.

F) Make sure your generator is properly grounded. Grounding generators can help prevent shocks and electrocutions. Refer to OSHA guidelines for grounding requirements for portable generators.
Plug equipment directly into the generator. Use heavy-duty, outdoor-rated extension cords that are in good working condition and have a wire gauge that can handle the electric load of any connected appliances.

G) DO NOT plug the generator into a wall outlet.

H) NEVER try to power your house/business by plugging the generator into a wall outlet or the main electrical panel. Only a licensed electrician should connect a generator.

I) Turn the generator off and let it cool before refueling. Use the type of fuel recommended in the manufacturer’s instructions.

J) Inspect and maintain your generator regularly. Check aboveground storage tanks, pipes, and valves regularly for cracks and leaks, and replace damaged materials immediately. Tanks may require a permit or have to meet other regulatory requirements.

K) Purchase a maintenance contract and schedule at least one maintenance service per year, such as at the beginning of every hurricane season.

Governor Edwards Announces
"Phase One" of Reopen Louisiana Plan

Dear Friends:
Following the guidelines of the White House "Opening Up American Again" plan, Governor Edwards announced just now that that the state will be moving into Phase One on May 15. The decision was made after consultation with OPH epidemiologists, as well as other health officials and professionals across the state. The order will be effective statewide. The stay-at-home order will be lifted for everyone, but we will continue to encourage those vulnerable individuals to stay home as much as possible. The 10-person gathering restriction will be lifted, however, the White House plan for Opening Up America Again advises avoiding socializing in groups of more than 10 people in circumstances that do not readily allow for appropriate social distancing and we will continue to encourage everyone to abide by this guidance. While the proclamation will not require the general public to wear masks when they are in public like other states have, we will be strongly encouraging people to wear masks when they are in public – not to protect themselves, but to protect the people around them. Additionally, the proclamation will provide for the following:

Churches will be able to conduct indoor service at 25% of their State Fire Marshal capacity, with continued allowance for additional outdoor seating with SFM guidance on social distancing. In line with this, indoor funerals and weddings may resume indoor at 25% capacity of the building and may continue outdoor services with no crowd size limitation as long as social distancing is practiced.

All non-CISA and non-closed businesses will be able to be open to the public at 25% of their State Fire Marshal capacity.

Restaurants, coffee shops, and cafes will be able to be open to the public for indoor table service at 25% of their State Fire Marshal capacity, with continued allowance for additional outdoor seating with SFM guidance on social distancing.

Bars that hold an LDH food service certificate will be able to do or take-out and delivery of food and alcohol and dine-in seating in line with State Fire Marshal guidance on social distancing for restaurants, with no more than 25% of their State Fire Marshal capacity. No on site consumption will be allowed if not seated at SFM approved seating.

Gyms and fitness centers will be allowed to be open to the public at 25% of their capacity. The State Fire Marshal and LDH will be issuing guidance on social distancing and sanitization.

Anchor stores of shopping malls with exterior doors accessible by the public will be allowed to be open to the public at 25% of their State Fire Marshal capacity. Interior mall stores can continue to offer their goods for sale to the public for curbside delivery only.

Movie theaters may be open to the public at 25% of their State Fire Marshal capacity, with new guidance from SFM and LDH on social distancing and sanitation.

Casinos and video poker may be open in line with guidance from Gaming Control Board and the Louisiana Racing Commission and at no more than 25% of their capacity and gaming positions. Racetracks may open for races without spectators only if approved by the Louisiana Racing Commission.

Museums, zoos, and aquariums may be open to the public at 25% of their capacity, with no organized tours and no tactile exhibits. Children's museums remain closed.

Barbers, hair salons, and nail salons may be open to the public at 25% of their capacity with SFM guidance on social distancing.

Massage establishments, spas, tattoo parlors, and all other places of public amusement from 52 JBE 2020 remain closed.

With summer approaching, youth baseball and summer camps is an issue. While these things have not been prohibited in previous orders or this one, SFM and LDH are working on social distancing and sanitization guidance for these sorts of events and I hope to have information to share soon.

It is expected that the next announcement will occur on June 1st and at that time we may move into Phase Two.
