Astoria leaders are moving forward on two key pieces of a new “shelter first” policy intended to address homeless camping downtown.

The policy, presented by City Councilors Andrea Mazzarella and Elisabeth Adams at a recent meeting, came after months of public meetings and discussions and several stalled attempts at other policies and approaches.

The Oregon Health Authority said in a May 28 press release that the vaccination rate for Oregon students — 90.2% — is at a “new low.” Rates are decreasing largely due to a growing number of non-medical exemptions, according to health officials. “For the 2025-26 school year, Oregon’s rate of non-medical exemptions for required school vaccines for kindergartners has climbed to a record high of 10.9% – up from 6.9% in the 2021-22 school year.”

On Thursday, June 4, about 120 to 125 seniors will make that traditional walk through downtown Astoria from the Flavel House to the Liberty Theatre. Community members and local businesses along Commercial and Duane streets will gather to cheer for students as organizers announce each senior’s name. The walk will also stop at Astoria’s preschool, elementary and middle schools, getting high-fives from the younger crowd.
