In 2024, Maryland’s legislature made changes to the state’s juvenile justice laws, but some residents and state leaders are calling for even more to be done to hold juveniles accountable. Currently, people under the age of 13 can’t be charged with certain crimes – including fourth-degree s*x offenses.

PART 2 || But when Wilson went to police to file s*x offense charges against the juvenile, she was told nothing could be done since the alleged assailant was under the age of 13. A recently changed piece of legislation called the Juvenile Justice Reform bill set the minimum age at which juveniles can be charged with certain crimes to 13-years-old.

The union representing Baltimore County teachers reached a tentative agreement with Baltimore County Public Schools on Wednesday, ending weeks of protracted negotiations over salaries.

Details of the deal won’t be made public until after July 23, said union president Cindy Sexton.

Recently her 12-year-old daughter was allegedly s*xually assaulted by another 12-year-old student. Since then, Wilson has tried to file charges but due to a recently changed juvenile crime law, she is unable to.

Julie Wilson sits at her dining room table reading from a peace order she filed on behalf of her daughter.

The 12-year-old says she was s*xually assaulted at her middle school by another student.

Wilson wants to file fourth degree s*x assault charges. She’s gone to the school, the police, and the Department Juvenile Services. But the response is always the same, “Our hands are tied.”

Under recently changed state law, the alleged assailant cannot be charged with a crime, meaning Wilson’s daughter cannot seek justice.
