Conspiracy theorists win again.

The California Senate passed Senate Bill 549, a proposal that would create a Resilient Rebuilding Authority in Los Angeles County with the power to purchase fire destroyed lots using property taxes and public funds. The bill was introduced after the January 2025 Palisades and Eaton wildfires, which destroyed over 8,000 structures in Pacific Palisades alone and more than 9,000 in Altadena. Under the proposed law, at least 40 percent of the funding would go toward building multi unit, low income housing on land where single family homes previously stood. Governor Gavin Newsom separately allocated $101 million in state funds for affordable housing development in the fire devastated areas.

The bill sparked massive backlash from residents who called it a government land grab. The Pacific Palisades Residents' Association president sent a letter to state senators signed by over 2,300 community members opposing the legislation. Los Angeles Mayor Karen Bass also publicly opposed the bill. After the wave of criticism, State Senator Ben Allen announced a pause on SB 549 until at least 2026 to allow more community input. Meanwhile, private investment firms have already begun purchasing burned lots in Altadena, raising concerns about displacement and speculative land acquisition.

Thousands of displaced families are still waiting to rebuild while the fight over who controls the land continues.
