Early morning traffic collision involving a DUI driver off Wilson st across from Coombs Intermediate School around 12:40am today .
The victim says the driver was so drunk he didn’t even react to the accident . The victim was not hurt and has a statement for the City Of Banning .
This is my message;
To Whom It May Concern,
I address you not as one voice alone, but as a citizen bearing the weight of repeated grief and preventable harm. On the street where I dwell — a road meant to carry neighbors to work, children heading to the school across the street, and people to the safety of their homes — I have borne witness to no less than five automobile accidents. I have seen two innocent animals struck down by reckless speed, a man wrap his car around the power pole, and I, myself, have 3 vehicles been struck by drivers under the influence of alcohol, (in one instance, a sergeant from the Banning police department was also hit the same night and was hospitalized). That I write to you still breathing is no small mercy, yet it ought not be left to providence to protect where city policy has failed. Our streets are the arteries of community life. When danger and reckless driving rules them, so too does fear, ptsd, disorder, and the erosion of trust in those charged with our safety. The unchecked speed of vehicles, the absence of stop signs, and the want of traffic-calming measures have turned a public way into a hazard of daily life. I entreat you — not as a mere complainant, but as a fellow citizen invested in the common welfare — to consider the immediate installation of speed bumps and stop signs along our street. These are not radical inventions, but simple instruments of restraint, by which lives might be spared, injury prevented, and peace restored. It is said that a government of the people, by the people, and for the people shall not perish. But such a government must also listen to its people — especially when they cry out not for privilege, but for protection. Let not another voice be raised only in mourning or despair. Rather, let action be swift, and just, and in keeping with the duties of those elected to serve. I ask that you take my words to heart with the resounding question, “when is enough enough?”

A traffic collision reported at approximately 12:39 AM, involving suspect vehicle (one occupant) and parked vehicle. No injuries were reported. The driver was identified as Jaime Felipe Octavo, 47, of Banning. He was arrested for 23152(a) CVC - driving under the influence and the additional charge of 4573(a) PC - transporting a controlled substance into jail.
