RT. 9 WEST REOPENED: Cacapon Road was shut down in both directions for several hours due to a tractor-trailer accident, per the Morgan County Sheriff's Department . Sheriff Johnnie Walter has said a tractor trailer carrying explosive materials was wedged on a guardrail west of the Panorama Overlook.
