The Confédération Africaine de Football (CAF) Disciplinary Board has imposed sanctions on the Fédération Sénégalaise de Football (FSF), the Fédération Royale Marocaine de Football (FRMF), as well as certain players and officials, following incidents that occurred during the TotalEnergies CAF Africa Cup of Nations Morocco 2025 Final. These incidents were found to be in violation of the CAF Disciplinary Code.
(1) Decisions Concerning the Fédération Sénégalaise de Football (FSF)
The CAF Disciplinary Board decided as follows:
•Mr. Pape Bouna Thiaw, Head Coach of the Senegalese National Team, is suspended for five (5) official CAF matches for unsporting conduct, in violation of the principles of fair play and integrity, and for bringing the game into disrepute.
He is also fined USD 100,000.
•Senegalese National Team player Mr. Iliman Cheikh Baroy Ndiaye is suspended for two (2) official CAF matches for unsporting behaviour towards the referee.
•Senegalese National Team player Mr. Ismaila Sarr is suspended for two (2) official CAF matches for unsporting behaviour towards the referee.
•The Fédération Sénégalaise de Football (FSF) is fined USD 300,000 for the improper conduct of its supporters, which brought the game into disrepute and violated the principles of fair play and integrity.
•The FSF is further fined USD 300,000 for the unsporting conduct of its players and technical staff, in violation of the principles of fair play, loyalty, and integrity, and for bringing the game into disrepute.
•The FSF is also fined USD 15,000 for team misconduct, following cautions issued to five (5) of its players during the match.
(2) Decisions Concerning the Fédération Royale Marocaine de Football (FRMF)
The CAF Disciplinary Board decided as follows:
•Moroccan National Team player Mr. Achraf Hakimi is suspended for two (2) official CAF matches, with one (1) match suspended for a probationary period of one (1) year from the date of the decision, for unsporting behaviour.
•Moroccan National Team player Mr. Ismaël Saibari is suspended for three (3) official CAF matches for unsporting behaviour and fined USD 100,000.
•The Fédération Royale Marocaine de Football (FRMF) is fined USD 200,000 for the inappropriate behaviour of the stadium ball boys during the match.
•The FRMF is fined USD 100,000 for the improper conduct of its National Team players and technical staff, who invaded the VAR review area and obstructed the referee’s work, in violation of Articles 82 and 83 of the CAF Disciplinary Code.
•The FRMF is additionally fined USD 15,000 for the use of laser devices by its supporters during the match.
(3) Decision on the Protest Lodged by the FRMF
The CAF Disciplinary Board rejected the protest lodged by the Fédération Royale Marocaine de Football (FRMF) concerning alleged violations by the Fédération Sénégalaise de Football (FSF) of Articles 82 and 84 of the Regulations of the Africa Cup of Nations in relation to the TotalEnergies CAF Africa Cup of Nations Morocco 2025 Final.
