She was apprehended and arrested for several outstanding warrants, fleeing, and false name. A second suspect at this location was arrested for possession of methamphetamine, both were booked into the Sherburne County Jail.

• Warrant Arrest (Eagle Lake Dr. S): During the course of a traffic stop, a suspect was taken into custody on numerous felony arrest warrants, booked into the Sherburne County Jail.

Suspects Arrested for Narcotics Possession

One of the primary goals of the Big Lake Police Department is that of detection and apprehension of those in violation of the controlled substances laws in the State of Minnesota. Over the past two weeks, Big Lake Police Officers have arrested and charged 5 individuals with felony narcotics possession. All of these arrests were the result of traffic stops, and solid investigative skills on the part of our officers, the arrests were as follows;
• Jerry K. Cravens (Age 45 – Isle, MN): Cravens was stopped on 11-23 by Officer Prigge following a report of erratic driving in Elk River. Cravens was arrested for driving under the influence with an alcohol content of .16. During a search of Cravens, oxycodone was found to be illegally in his possession. Oxycodone is an opioid derivative, and scheduled narcotic. Cravens was arrested and charged by criminal complaint with 5th Degree Possession of a Scheduled Substance, Gross Misdemeanor Driving Under the Influence.
• Joshua P. Anderson (Age 40 – Monticello, MN): Anderson was stopped on 11-17 by Officer Kalla for speeding. While speaking with Anderson, Officer Kalla observed 2 ma*****na pipes in the center console of the vehicle. During a search of the vehicle another pipe was located, in addition to a baggie containing a white powdery substance which field tested positive for methamphetamine. Anderson was arrested and charged by criminal complaint with 5th Degree Possession of a Scheduled Substance.
• Tiffany M. Kuchenmeister (Age 34 – Bemidji, MN): Kuchenmeister was a passenger in a vehicle stopped by Officers Chaffee and Hoard on 11-16. The driver of the vehicle was known to have an outstanding felony arrest warrant, which lead to this traffic stop. During the stop, Officer Hoard observed Kuchenmeister seated in the rear seat, she was attempting to stuff a baggie between the front seats. Kuchenmeister had to be physically removed from the vehicle and detained. At this time the baggie was retrieved, it was found to contain a white powdery substance that field tested positive for methamphetamine. Inside a handbag owned by Kuchenmeister, a glass pipe and hypodermic needles were also discovered. Kuchenmeister was arrested and charged by criminal complaint with 5th Degree Possession of a Scheduled Substance.
• Joshua M. Daniels (Age 21 – Monticello, MN): Daniels was stopped on 11-15 by Officer Hayen for traveling with no headlights. In speaking to driver, Officer Hayen could smell a strong odor of burning ma*****na coming from the vehicle. In searching the vehicle and occupants, ma*****na, drug paraphernalia, and a container with ma*****na wax was located. Ma*****na wax is commonly called “dab,” it is a highly purified form of processed ma*****na and a scheduled narcotic. Daniels was arrested and charged by criminal complaint with 5th Degree Possession of a Scheduled Substance.
• Derrick L. Zachman (Age 25 – St. Michael, MN) Zachman was stopped by Officer Chaffee for erratic driving on 11-12. As Officer Chaffee was speaking to Zachman, he could smell an odor of burning ma*****na coming from the vehicle. During a search of Zachman and the vehicle, Officer Chaffee located a v***r cigarette, which Zachman admitted to using to ingest ma*****na. In a backpack next to Zachman, a bottle of pills was located, which were identified as Alprazolam. Alprazolam is a scheduled narcotic, Zachman admitted during a statement to having purchased the pills without a prescription with the intent to resell them in the metro area. Zachman was arrested and charged by criminal complaint with 5th Degree Possession of a Scheduled Substance.

Deterring and detecting controlled substances coming into our community will continue to be a priority for the members of the Big Lake Police Department. Officer Matt Hayen and Canine Bruno will be begin narcotic detection training January 28th. We look forward to adding their expertise to our toolbox in this area of enforcement.

• Property Damage (Polk St): Report of 2 tires cut and deflated on a vehicle, Officer interviewed suspect, obtained confession and issued summons for criminal damage to property.
• Vehicle Crash (Eagle Lake Rd/Highway 10): 2 vehicle crash with no injuries, report taken.
• Mental Health Hold: Individual placed on a mental health hold by Officers after he jumped from a vehicle heavily intoxicated, sent to hospital by ambulance.

• Domestic Disturbance (Grace Dr): Verbal domestic dispute, mediated by officers on arrival.
• Warrant Arrest (Jefferson Blvd): An Officer conducted a pedestrian stop for suspicious activity, suspect found to have an outstanding arrest warrant, transported to the Sherburne County Jail and booked in.

• Social Services Abuse and Neglect Intake: Assigned to investigator.
• Violation of Restraining Order (Kilbirnie Rd): Report of a violation of a court order by contact through Facebook, forwarded to County Attorney for charges.
11-23:
• Narcotics – DWI Arrest (Highway 10): Driver reported to be driving erratically in Elk River, during a traffic stop the driver was found to be under the influence of alcohol. After arrest oxycodone and ma*****na were located, driver arrested and booked for possession of controlled substance and DWI into the Sherburne County Jail.
• Warrant Arrest (Westwood Dr): Suspect on outstanding warrant located and arrested, transported to Wright County.
• Burglary (Norwood Dr): Unlocked residence was entered and gone through, but nothing appears to have been taken.
• Traffic Crashes (4 Total - Minnesota Ave, Lake St. S, Highline Dr, 172 St): Officers responded to 4 separate incident, no injuries.

Vehicle Window Damage

Over the past two weeks, the Big Lake Police Department has responded to 21 separate reports vehicle windows having been shattered with a pellet or BB gun. In one instance the vehicle owner was sitting in the vehicle when this occurred. These incidents have been spread throughout our community, and have been occurring during nighttime hours. The City of Monticello also experienced multiple incidents similar to those in our community.
From information obtained by officers, there are currently two suspect vehicles identified;
• Suspect vehicle #1 is described as a blue or green Chevrolet Equinox.
• Suspect vehicle #2 appears to be an early 2000 era Toyota Corolla, and image was captured on a surveillance system.
Each window broken equates to hundreds of dollars in damage and loss to the vehicle owners. We are anxious to locate and criminally charge those involved. We are asking that if you see suspicious activity, please call our dispatch at 763-765-3595 to report it. • Revoked Driver (Lake St. S): Driver stopped for a traffic violation, found to have a revoked drivers license, issued summons for driving while revoked.
• Ma*****na Summons (Earl Rd): Driver was stopped for a traffic violation, officer could smell odor of burning ma*****na, vehicle searched and drug paraphernalia located, driver issued summons for possession of drug paraphernalia.

Winter Parking Regulations

(EDITOR’S NOTE: The following release has been provided by Chief Joel D. Scharf, BL Police Dept.)
Winter will soon be upon us….members of the Big Lake Police Department will begin taking enforcement action on the City of Big Lake Winter Parking Restrictions.
For the first two weeks of November our Officers will be placing warnings on vehicles as a reminder of the parking changes. Al through the weather has been nice, and snow has not been an issue, this will change, we work to building a habit in accordance with winter parking regulation.
Having vehicles removed from the roadways in accordance with the ordinance allows Public Works to effectively maintain our roadways as winter conditions change and begin to develop.
Big Lake City Ordinance requires that no vehicle be parked on a public roadway from November 1 to April 15, between the hours of 12:01 a.m. and 8 a.m. Vehicles must also be removed from roadways when a snowfall of 2” of more occurs, until the roadways have been cleared all times of the day.

• Injury Motorcycle Crash (Eagle Lake Rd): Motorcycle traveling north on Eagle Lake Road struck a pickup exiting Quik Trip, motorcycle driver seriously injury, transported by ambulance to hospital, issued citation for no motorcycle endorsement.
• House Fire (Hiawatha Ave): House exploded, one victim transported to the hospital by ambulance with burns, home 2 vehicles a total loss.
