"IMF Commits to Support Liberia’s State-Owned Enterprise Reforms, Stresses Shared Responsibility in Fight Against Corruption"

Monrovia, Liberia – September 24, 2025 – The International Monetary Fund (IMF) has pledged strong backing for reforms within Liberia’s state-owned enterprises (SOEs) following a high-level meeting with the Bureau of State Enterprises (BSE) on Tuesday. The engagement was part of the IMF’s Governance Diagnostic Mission, which is evaluating governance weaknesses and corruption vulnerabilities across Liberia.

The session, held at the BSE headquarters in Monrovia, was led by Mr. Graham Prentice, Technical Assistance Advisor in the IMF’s Fiscal Affairs Department. He was received by the Acting Director General of the BSE, Hon. Varlee F. Sanor, who welcomed the delegation and reaffirmed Liberia’s commitment to strengthening transparency, accountability, and good governance in the SOE sector.

Deputy Director General for Operations, Roosevelt K. Forh, presented a detailed report on the bureau’s achievements and challenges. He flagged persistent non-compliance by many SOEs, especially their reluctance to submit financial reports and contribute effectively to domestic resource mobilization. He also pointed to logistical shortfalls, limited human resource capacity, and interference from SOE boards as major barriers to effective oversight.

Mr. Prentice, speaking on behalf of the IMF, underscored that tackling corruption is not only a national duty but also a shared global responsibility. He raised critical questions on how the BSE is addressing financial leakages and ensuring accountability within the SOE framework. Acknowledging the progress made, he commended the BSE for advancing reforms, particularly the drafting of the State-Owned Enterprises Act (SEAL), which is currently before the National Legislature.

“The IMF recognizes corruption as a threat to sustainable economic development,” Mr. Prentice said. “We stand ready to work alongside Liberia in strengthening institutions, ensuring oversight, and pushing for reforms such as the SEAL Act that can safeguard public resources.

The Fund takes seriously its responsibility to support member states in curbing corruption and promoting governance standards that build public trust.”

Mr. Prentice further assured that the IMF would champion Liberia’s reform agenda on the international stage, including advocating for the passage of the SEAL Act and supporting broader structural reforms to improve transparency and accountability in state-owned enterprises.

In his closing remarks, Acting Director General
Hon. Varlee F. Sanor thanked the IMF delegation for its continued collaboration and reiterated the bureau’s determination to safeguard Liberia’s public assets. “The Bureau of State Enterprises remains committed to upholding good governance and fighting corruption in the best interest of the
Liberian people,” Sanor affirmed.

The meeting was build on an earlier IMF mission in July 2025. The current mission, which runs from September 18 to October 1, 2025, is expected to deliver a comprehensive action plan outlining priority reforms to address governance gaps and corruption vulnerabilities across Liberia.

President Boakai Welcomes New Petroleum Agreement with Oranto; Pledges Responsible Development of Liberia’s Resources

Executive Mansion, Monrovia: -President Joseph Nyuma Boakai, Sr., has welcomed the signing of four Production Sharing Contracts (PSCs) between the Liberia Petroleum Regulatory Authority (LPRA) and Atlas/Oranto Petroleum, granting exploratory rights over offshore blocks LB-15, LB-16, LB-22, and LB-24.

The signing ceremony took place in Paris, France.

The contracts, which include a signature bonus of US$12 million and an estimated investment value of US$200 million per block, represent an important step in reviving Liberia’s oil and gas sector after more than a decade of limited activity. They follow a recent agreement with TotalEnergies and further demonstrate Liberia’s readiness to responsibly engage credible investors.

“Our goal is to ensure that Liberia’s resources are managed with transparency and responsibility. These contracts will be implemented with strict standards of environmental protection, strong local participation, and clear accountability so that Liberians benefit directly from the opportunities created.” The President said.

Atlas/Oranto, a privately held African oil group founded in 1991, operates in several African countries. In Liberia, the company’s activities will be guided strictly by national laws and oversight to guarantee responsible exploration.

The Government of Liberia, through the National Oil Company of Liberia (NOCAL), expressed appreciation to TGS, its long-standing geophysical and geological partner, for nearly 25 years of support in promoting Liberia’s offshore potential.

President Boakai also commended the efforts of the Liberian negotiating team, led by the LPRA, and with the participation of:

• Hon. Augustine Kpehe Ngafuan, Minister of Finance and Development Planning
• Hon. Cllr. N. Oswald Tweh, Minister of Justice

As required by law, the four PSCs will now be forwarded to the National Legislature for ratification. Once approved and signed by the President, they are expected to boost investment in Liberia’s energy sector, create jobs, and contribute to the long-term goals of President Boakai’s ARREST Agenda for national growth and development.

Buchanan, Grand Bassa –The Grand Bassa County Administration, in partnership with the County Council and local citizens, has successfully concluded a public budget hearing to determine the allocation of funds generated from the highly anticipated “Scrap” initiative. Held at the County Administrative Hall, the hearing finalized the distribution of $100,000 USD, with a strong emphasis on education, scholarships, and social development.

Speaking at the event, County Superintendent Karyou Johnson praised the inclusive process and highlighted the importance of community participation in determining the county's development priorities.

“This is a people-driven budget,” Superintendent Johnson stated. “Every dollar reflects a community priority. Our goal is to make meaningful investments in the future of Grand Bassa.”

The budget includes a significant allocation of USD$50,000 for the construction of a school in Harlandsville, demonstrating the county’s commitment to expanding educational access in underserved areas. Additionally, funds have been earmarked for scholarship programs with a breakdown: $5,000 each for the GBU and LOIC Scholarship Schemes, and $10,000 in financial aid for GBUSU which includes international students in Rwanda and China. Support for vulnerable groups features prominently, with $5,000 allocated to the Disabled Community Scholarship Fund and $3,000 to GBASU Support.

The budget also addresses educational infrastructure and academic support, with $4,000 set aside for GBU faculty, $1,500 for the Nursing Department of GBU, and $5,000 for Sarah Doe’s School to purchase benches. In efforts to empower young women, $1,200 will be used to purchase a sewing machine to support girls’ education. Additional funding includes $1,500 for the Grand Bassa County Debate Team and $4,000 in support to BAWODA for women and community development initiatives.

The hearing brought together traditional leaders, community elders, youth representatives, and civil society actors, ensuring a participatory and transparent budgeting process. Citizens in attendance commended the administration’s openness and the clear prioritization of youth and education.

The “Scrap” fund, derived from the sale of scrap metal from the concession of ArcelorMitta Liberia, had been under public scrutiny for months. With the budget now finalized, officials confirmed that procurement and disbursement processes will begin immediately following formal approval and documentation.

The administration has committed to providing regular updates on the implementation of funded projects to ensure accountability and public trust.

Officer Thomas Geeblay, a dedicated member of the Liberia National Police (LNP) from Gbarnga, sustained an injury while on duty in Ganta, Nimba County, during a protest by a group of angry motorcyclists.
