MANDAN, N.D. – The City of Mandan will be buzzing with activity as the community comes together to celebrate Independence Day. Residents and visitors are encouraged to review the following street closures, traffic detours and parking restrictions in effect for Art in the Park, Mandan Rodeo Days and the Mandan Independence Day Parade:

ART IN THE PARK will be held July 3–4 throughout Dykshoorn and Heritage Parks. To accommodate the event:
• Main Street will be closed from First Ave NW to Sixth Ave NW beginning at 1 a.m. on Wednesday, July 2, through 8 p.m. on Friday, July 4.
• Third Ave NW, from Main Street to the alleyway, will also be closed.
• Second and Fourth Ave NW will have restricted access at Main Street, with permanent closures at those intersections.
• A temporary four-way stop will be in place at First Street and Third Ave NW.

Traffic Detour: Collins Ave and Sixth Ave NW will serve as detour routes to First Street NW.

Rodeo Contestant Route Guidance:
• From the east via I-94: use Exit 153 (Mandan Ave).
• From the west via Main Street: turn right at 10th Ave NW, then take Third Street SW to Dacotah Centennial Park.
• From the west via I-94: also use Exit 153 on July 2–3.

INDEPENDENCE DAY PARADE
• Classic Car Parade begins at 10 a.m.
• Grand Parade follows at 10:15 a.m., starting near Riverwood RV on West Memorial Highway and continuing down Main Street.
2025 Parade Staging & Viewing Changes. Due to ongoing phases of the North Dakota Department of Transportation Memorial Highway Reconstruction Project, the following updates are in effect:
• Parade staging will now occur along West Memorial Highway from Third Street SE to Mandan Ave.
• There will be no public viewing along Memorial Highway for the 2025 parade.
• Spectators are encouraged to find viewing areas along Main Street and adjacent public spaces.

Street Closures
Main Street:
• Closed from Mandan Ave to 10th Ave NW starting at 7 a.m. until the parade concludes.
• Sixth Ave SE: North-south traffic will be allowed until 7:45 a.m.
• 10th Ave NW: North-South traffic will remain open but expect significant delays.
Memorial Highway:
• West Memorial Highway, from Third Street SE to Main Street, closes at 6 a.m. for parade staging and will remain closed until after the parade.
• The Third Street SE intersection will stay open for local traffic accessing Bisman Ave or Memorial Highway.
24th Ave SE (from Third Street SE to Memorial Highway) will be closed to local traffic from 6 a.m. to 3 p.m. on July 4.
I-94 Detours:
• Exit 155 (Main Street) into Mandan will close at 7 a.m.
• Use Exit 153 (Mandan Avenue) or Exit 152 (Sunset Drive) for alternate access.
• To travel south of Mandan, use Third Street SE to avoid extended delays.

Parking Restrictions
• No parking on Main Street from 1 a.m. until parade conclusion on July 4. Vehicles parked in violation will be ticketed and towed at the owner’s expense.
• Additional downtown parking lots may have temporary restrictions. Please observe posted signage.

Shuttle Service. To assist with access to downtown:
• Harlow’s Bus Service will run a free shuttle from Bank of North Dakota and Family Fare (West Turnpike Ave) to downtown Mandan.
• Service runs from 8 a.m. to 1 p.m., with buses departing approximately every 30 minutes.
• Last return shuttle to Bismarck will depart at 2 p.m.

Safety Reminder. Drivers are urged to reduce speed, stay alert for pedestrians, and follow all posted signage and detours during the holiday festivities. Bismarck Airport is pleased to inform you that beginning June 2, 2025, our facility will undergo a scheduled upgrade to its parking lot equipment. This initiative is part of our ongoing commitment to enhancing the overall customer experience by improving the efficiency, security, and reliability of our parking systems. The installation of new, user-friendly pay stations will begin the week of June 2, 2025. Entrance lanes to the Economy lot will close June 2, 2025 as crews work to install the new equipment. Only one entry lane to the long term and short lots will be closed at a time. So, the opposite entrance will need to be used. Please be advised that temporary disruptions to parking access and flow may occur during the upgrade period. We will make every effort to minimize inconvenience and ensure that signage and support staff are available to assist during the transition in case of delays, please plan additional time when coming to the Airport. Additionally, the new entrance system will be providing a different style parking ticket. Signage will be in place at the exits directing individuals to the appropriate lane based on the type of ticket they hold. WBI Energy is moving forward with a pipeline improvement project that includes upsizing an existing 12-inch gas transmission line to a 16-inch line. A portion of the work will take place directly west of Mandan High School along Eighth Ave NW.

To safely and efficiently complete the project, WBI Energy has proposed staggered road closures in the area. The following closures are planned:
• 8th Ave NW – Closure begins May 27 and is expected to last approximately three weeks.
• 24th Street NW – Closure begins June 16 and is expected to last approximately one week.

These closures will take place after the conclusion of Mandan High School’s last day of the academic year on May 23. However, summer school begins May 27, and one of the affected access points is part of the school’s bus loop, which could impact transportation operations. The City of Mandan Engineering Department consulted with Mandan Public School District regarding the proposed timeline. The school district approved the closures on the condition that the work remains limited to the scheduled dates.

The project is primarily being done through the boring process—a method of drilling a hole, tunnel or well in the ground for the purpose of installing underground utilities or gathering samples. Work is not anticipated to disturb the new section of roadway on Eighth Ave NW.

Motorists in the area are encouraged to plan alternate routes and use caution near construction zones.

Bismarck’s 4th of July Celebration will have a new home in 2025: the MDU Resources Community Bowl on the Bismarck State College campus. Bringing fresh energy, expanded space for community gathering, and a reimagined experience, the event, now officially named Bismarck’s Red White and Boom!, remains one of the city’s most anticipated annual traditions. The celebration will take place on Friday, July 4, from 4 PM to 11 PM CT. Due to construction at the State Capitol Grounds, the traditional event site is no longer feasible. In response, City Administrator Jason Tomanek assembled a committee of civic and community leaders to ensure the celebration not only continues but endures. “The MDU Resources Community Bowl offers the ideal space to elevate this experience for families, music lovers, and fireworks fans alike,” said Tomanek. “We’re thrilled to welcome the community to a new setting that preserves the heart of this tradition while creating exciting new opportunities.” What to Expect: A Celebration for All Ages The event is free and open to the public. City of Bismarck's Spring Cleanup Week for Residential Curbside Collection is April 21 through 24, 2025.
1. Tires NOT accepted on the route. Tires may be taken to the landfill for a disposal fee (PDF).
2. This will be the ONLY curbside collection for the year.
3. Place special items at your point of collection. This will occur on the regular scheduled garbage collection day.

Free Landfill Disposal for Bismarck Residents: April 21-26, 2025
1. Bismarck residents must present their most recent City of Bismarck utility bill or current drivers’ license.
2. There is a fee to dispose of tires.

General Information for Curbside Collection:
1. Tires NOT accepted on the route. Tires may be taken to the landfill for a disposal fee (pdf).
2. Spring Cleanup Week (April 21-24) will be the ONLY curbside collection for the year.
3. All garbage and special items must be out by 6:00 a.m. on the regular scheduled garbage day.
4. Place items for pick-up at your point of collection by 6:00 a.m. on your regular scheduled garbage day. (Items can be set out the night before the scheduled garbage day).
5. Garbage must be bagged and placed at normal collection point.
6. All loose materials must be boxed or bagged.
7. Separate items for collection. This allows us to recycle metals, woods, appliances, etc.
8. Items will be picked up in varied timelines by the type and purpose of the equipment.
9. In addition to the regular refuse collection trucks, we have several pieces of equipment collecting various types of clean up week materials for proper disposal.
10. Tree branches, lumber, and wood items must be cut and tied in 4-foot lengths or less and no heavier than 2 people can lift.
11. No hazardous waste or liquids accepted on the route. Take items to the Household Hazardous Waste Center during hours of operation.
12. It is illegal to remove any refuse set out for collection.

Apartment Complexes: Place items for pickup at your point of collection. Crews will not pick up appliances or carpet from apartment complexes. Items may be taken to the landfill (charges will apply).

Mandan Photo Contest Winners Announced

April 1, 2025 — Judges have rated and ranked images in Mandan’s fourth annual photo contest. Photographers of all ages and experience levels were invited to submit photos of features that attract residents, businesses and visitors to the community and Morton County.

Judges with expertise in photography and marketing reviewed finalist photos across five categories. Winners are:
• Achievement: Let’s Read, Paulette Bullinger, Bismarck
• Community: Mandan Dog Park, Ben Buchmiller, Mandan
• County: 140 Year Old Sims Church, Paulette Bullinger, Bismarck
• Fun: Kayaking the Heart, Ben Buchmiller, Mandan
• Opportunity: Mandan City, Ben Buchmiller, Mandan

Best in Show. New to the contest this year was the addition of a best in show category determined by contest judges. The Best in Show winner is 140 Year Old Sims Church by Paulette Bullinger.

People’s Choice. The people’s choice award winner as determined by the public through online voting is Frosty Morning by Andrew Kjonaas of Mandan, receiving 60 of 192 votes cast. View winning entries at cityofmandan.com/photocontest.

Each category winner receives $100 in Mandan Bucks gift certificates. Sponsors are First International Bank & Trust, Beyond the Blooms, Capital Credit Union, Vision Source of Mandan, NAPA Auto Parts, Comfort Inn & Suites and Copper Dog Café. LPT Images sponsored the youth category, however there were no youth entries submitted this year. Sponsors will receive a print of winning photos in the categories sponsored.
The contest drew 60 entries from 21 talented photographers. Other finalists were: Kayla Weiss, Alex Bush, Cindy Levi, Kristie Stroh, Amy Bohl, Andrew Kjonaas, Jamie Wetsch and Jacey Wanner.

Images were evaluated on applicability to community marketing, originality, subject matter interest, visual appeal, and consistency with category themes. Judges were John Kary, NDAREC; Rebecca Pelkey, Bismarck Mandan Chamber EDC; and Connor Levorsen, First International Bank & Trust.

Winning photos will soon be displayed at Mandan City Hall in the Ed “Bosh” Froehlich meeting room. Photo entries will also be featured in community marketing materials.

The contest is a joint activity of the City of Mandan Business Development and Communications Department and Mandan Progress Organization.

Finalists Selected in Mandan Photo Contest
Vote for People’s Choice Winner

March 18, 2025 – A selection committee reviewed qualified entries in Mandan’s fourth annual photo contest and selected finalists. The contest drew 60 entries from 21 talented photographers. Judges with expertise in photography and marketing are now reviewing top photos to select winners in five categories of achievement, community, fun, opportunity and county.

Photographers of all ages and experience levels could enter by submitting special images of the community and surrounding areas in Morton County.

New to the contest this year was the addition of a best in show category. Judges will select from finalist entries the photo that most meets the spirit of the contest.

Vote for People's Choice Award. Members of the public may view finalist photos, plus vote for their favorite image to receive a people’s choice award at: surveymonkey.com/r/PeoplesChoicePhoto. The deadline to vote is 11:45 p.m. CST, March 28. Finalist photos may also be viewed on “Made in Mandan” community marketing social media pages.

Judging criteria includes applicability to community marketing, originality, subject matter interest, visual appeal, and consistency with category themes.

Selection committee members were Rena Mehlhoff, Layn Mudder and Mandan Progress Organization Executive Director Matt Schanandore. Contest winners will be announced in early April.

– Although snow conditions are not optimal for cross-country skiing this season, Bismarck Parks and Recreation District has opened a few groomed flat track trails at Riverwood Golf Course, 725 Riverwood Dr., and Atkinson Nature Park, 1921 Riverwood Dr.

Ski and snowshoe rentals are not available, and Riverwood Golf Course pro shop will not be open for regular hours.

Due to limited snow, the Ski and Glow event scheduled for this Friday, Feb. 14, at Riverwood Golf Course has been cancelled.

Any updates on cross-country ski trails will be posted at www.bisparks.org.

Mayor Mike Schmitz is encouraging Bismarck’s third and seventh graders to share what makes the city great and what improvements they would like to see as part of the annual ‘If I Were Mayor’ contest.
The essay contest is conducted each year by the North Dakota League of Cities (NDLC). Each spring the organization challenges area youth to think about public service and community leadership. Each grade is judged separately.
“A sense of civic leadership is critical to ensuring a strong future for our community,” said Schmitz. “I believe this essay contest is a powerful way for Bismarck’s youth to analyze their own community, see what they like, and find ways to make their hometown better. I encourage every third and seventh grader to evaluate their hometown and look for ways we can make Bismarck better, together.”
Essay entries must be emailed or postmarked no later than March 14, 2025. Essay winners will be announced in conjunction with City Government Week in April. The winning individuals will receive a $150 cash prize and have their essays featured in CITYScan, the NDLC’s monthly magazine.
