A major new development could soon reshape a large stretch of land in south Bixby.
OakTrust Development LLC purchased a vacant 151-acre tract on the north side of 151st Street, west of South Grant Avenue, for $6.2 million in February 2025, according to public records.
Plans submitted to the City of Bixby and marketing materials for the project indicate that the development, called Spartan Creek, will be anchored by a new 60,000-square-foot “large format regional retail grocer.” Bixby Development has learned that the anchor tenant will be Reasor's.
Reasor’s was founded in 1963 by Larry Reasor in Tahlequah, Oklahoma. The company was acquired by Brookshire Grocery Company of Tyler, Texas, in January 2022. Reasor’s currently operates 18 stores in Green Country, including one existing location in Bixby.
The new development is divided into four distinct blocks:
Block 1, located in the southeast portion, includes the Reasor’s grocery store on a 10-acre parcel with 348 parking spaces. An adjacent 4-acre parcel will feature a retail strip, while 13 additional outparcels—ranging from 1 to 2 acres—are planned for additional development.
Block 2, the southwest section, contains 11 parcels ranging from 1.25 to 12 acres.
Block 3, in the northwest, includes 7 parcels ranging from 1.5 to 2.5 acres.
Block 4, in the northeast, features 6 parcels between 2.75 and 3.4 acres.
The site plan includes a new main road connecting to 151st Street, with a proposed traffic signal at the entrance. An east-west connector road, 148th Street, is also proposed. However, OakTrust does not currently own the parcels necessary to complete the proposed connections west to Sheridan Road and east to Memorial Drive.
OakTrust is currently developing a similar project in Broken Arrow called Aspen Ridge, located at South Aspen Avenue and the Creek Turnpike. That development includes a Reasor’s store that opened in August 2024 and utilized a Tax Increment Financing (TIF) district to fund public infrastructure.
Marketing materials list outparcels in the Bixby development as available for sale or ground lease. Outparcel delivery is estimated for Q2 2025, with the grocery store expected to be complete by Q1 2027.
Notices have been mailed to adjacent property owners regarding a pending rezoning application for the site. The project is expected to go before the Bixby Planning Commission and City Council by the end of the year, with construction anticipated to begin shortly thereafter.
