Jamie Borden says his evaluations always noted a strong, intuitive understanding of the Fourth Amendment, and that many officers today don't have one. He calls knowing when you can lawfully seize someone the lifeblood of any good officer and the closest thing to a crystal ball for staying out of court. He adds that police are the only people in this country with the authority to take someone's freedoms, which is why that knowledge matters.

The video seemed to show a man shot as his hands went up, but about 266 milliseconds were missing between frames. Jamie Borden says a reflection of gun smoke on a nearby vehicle, too unclear to notice without forensic examination, showed exactly when the shot was fired.
