ខ្ញុំបានឃើញនូវការអត្ថាធិប្បាយមួយចំនួនតាមបណ្តាញសង្គម ដែលបានលើកឡើងថាកិច្ចព្រមព្រៀងបទឈប់បាញ់ថ្ងៃ ២៨ កក្កដា ២០២៥ កន្លងទៅ និងកិច្ចព្រមព្រៀងសន្តិភាពនាពេលខាងមុខ គឺជាថ្នូរនឹងការធ្វើអោយកម្ពុជាបាត់ដី។ ខ្ញុំសូមបញ្ជាក់ជូនបងប្អូនជនរួមជាតិដោយសង្ខេបថា÷

កិច្ចព្រមព្រៀងបទឈប់បាញ់ (២៨ កក្កដា ២០២៥) គឺនិយាយអំពីលក្ខណ្ឌនិងក្រមប្រតិបត្តិនានាដើម្បីបញ្ជៀសកុំអោយមានការបាញ់គ្នាឡើងវិញ។

កិច្ចព្រមព្រៀងសន្តិភាព (ដែលគ្រោងធ្វើនៅពេលខាងមុខ) គឺនិយាយអំពីការរៀបចំលក្ខណនិងក្រមប្រតិបត្តិនានាសម្រាប់បង្កើតនិងធានានូវបរិយាកាសអំណោយផល ដើម្បីឈានទៅការបញ្ចប់ជម្លោះនិងស្តារឡើងវិញនូវទំនាក់ទំនងរវាងប្រទេសប្រទេសនិងប្រទេស។

ទោះជាក្នុងកិច្ចព្រមព្រៀងទាំងពីរនេះមិនមាននិយាយអំពីបញ្ហាពាក់ព័ន្ធនឹងទឹកដីឬព្រំដែន ក៏មិនមែនបានន័យថាភាគីណាមួយត្រូវយល់ព្រមបោះបង់សិទ្ធិស្របច្បាប់ក្នុងការគ្រប់គ្រងទឹកដីដែលស្ថិតក្នុងដែនអធិបតេយ្យភាពរបស់ខ្លួននោះទេ។

ការងារខ័ណ្ឌសីមានិងបោះបង្គោលព្រំដែនគោក គឺស្ថិតនៅក្រោមសមត្ថកិច្ចរបស់គណកម្មាធិការព្រំដែនចម្រុះកម្ពុជា-ថៃ (JBC) ហើយដែលត្រូវដោះស្រាយដោយសន្តិវិធី ស្របតាមសន្ធិសញ្ញា អនុសញ្ញា និងកិច្ចព្រមព្រៀងដែលមានស្រាប់រវាងប្រទេសទាំងពីរ កម្ពុជានិងថៃ។

សរុបដោយខ្លី ខ្ញុំសូមបញ្ជាក់ជូនបងប្អូនជនរួមជាតិថា:

១. កម្ពុជាមិនបានឯកភាពលើកិច្ចព្រមព្រៀងណាមួយ, ដោយរាប់ទាំងកិច្ចព្រមព្រៀងបទឈប់បាញ់ (ថ្ងៃ ២៨ កក្កដា ២០២៥) និងកិច្ចព្រមព្រៀងសន្តិភាព (ដែលគ្រោងចុះហត្ថលេខានៅពេលខាងមុខ), ដែលនឹងធ្វើអោយបាត់បង់ដែនអធិបតេយ្យភាពនិងបូរណភាពទឹកដីស្របច្បាប់របស់កម្ពុជាទេ។

២. រាជរដ្ឋាភិបាលកម្ពុជា ក៏មិនដែលបានភ្លេច ឬបោះបង់កាតព្វកិច្ចនិងសិទ្ធិស្របច្បាប់របស់ខ្លួនក្នុងការពារដែនអធិបតេយ្យភាព និងបូរណភាពទឹកដីកម្ពុជាដែរ។

Thailand Uses Large Loudspeakers to Harass Border Villagers, Information Minister Says

PHNOM PENH – Information Minister Neth Pheaktra said at 5:30 p.m. on Oct. 17 that Thailand began playing four large loudspeakers, creating a deafening noise in front of Chouk Chey village, O Bei Chon commune, O Chrov district, once again disturbing residents.

Pheaktra, citing sources, said the sound from these devices was even louder than the speakers used during the nights of Oct. 10–13, when Thailand broadcast ghost-like sounds across the disputed border.

The repeated psychological harassment by Thai extremists has drawn widespread criticism, as such actions constitute intimidation and are condemned globally under the Convention Against Torture.

ថ្ងៃនេះជា ថ្ងៃទី៧៧ហើយ ដែលវីរកងទ័ពកម្ពុជាចំនួន ១៨រូប ត្រូវបានចាប់ខ្លួន និងដាក់ឱ្យស្ថិតក្រោមការឃុំគ្រងរបស់យោធាថៃ។
កម្ពុជាសូមអំពាវនាវឱ្យភាគីថៃ ដោះលែងពួកគាត់ត្រឡប់មកវិញឱ្យបានឆាប់រហ័សជាទីបំផុត ដើម្បីឱ្យពួកគាត់អាចវិលត្រឡប់មកជួបជុំក្រុមគ្រួសាររបស់ពួកគាត់ និងប្រកបដោយសុខសុវត្ថិភាព ស្របតាមច្បាប់មនុស្សធម៌អន្តរជាតិ។

សូមគូសបញ្ជាក់ផងដែរថា រាជរដ្ឋាភិបាលកម្ពុជា បាននឹងកំពុងធ្វើការយ៉ាងសស្រាក់សស្រាំឥតឈប់ឈរ នូវគ្រប់យន្តការដោះស្រាយទាំងអស់លើករណីនេះ ដើម្បីឱ្យភាគីថៃ ដោះលែងកងកម្លាំងរបស់យើងទាំង១៨នាក់នោះ វិលត្រលប់មកវិញឱ្យបានឆាប់រហ័សជាទីបំផុត និងដោយសុខសុវត្ថិភាព។
រាជរដ្ឋាភិបាល ក្រសួងការពារជាតិ និងកងយោធពលខេមរភូមិន្ទ មិនដែលបោះបង់កងកម្លាំងរបស់យើងណាម្នាក់ចោលនោះឡើយ ទោះក្នុងកាលៈទេសៈណាក៏ដោយ។

It has been 77 days since 18 Cambodian soldiers were captured under the captivity of the Thai military. Cambodia urgently calls on the Thai side to release them as soon as possible, so that they may be safely reunited with their families in accordance with international humanitarian law.

It must also be underscored that the Royal Government of Cambodia has been and will continue to make tireless efforts, using all available mechanisms for Thai military to release and return our 18 soldiers as quickly and safely as possible.
The Royal Government and the Ministry of National Defence, and the Royal Cambodian Armed Forces will never abandon any of our troops under any circumstances.

វាជារឿងល្អដែលប្រជាជនកម្ពុជាប្រើប្រាស់ប្រាក់រៀលលើទឹកដីរបស់ខ្លួន ដើម្បីជៀសវាងការខាតបង់ និងក្លាយជាចំណុចខ្សោយសម្រាប់ជាតិ នៅពេលដែលគេប្រើជាអាវុធនយោបាយ។ ខ្ញុំក្តាប់បានថា បងប្អូនខ្មែរយើងមួយចំនួនដែលធ្វើការ និងរកស៊ីនៅថៃមិនអាចដកប្រាក់ពីធនាគារនៅថៃបានទេ។

នេះបានបង្ហាញថា ប្រាក់បាតថៃកំពុងសម្លាប់ប្រជាជនខ្មែរដែលធ្វើការ និងរកស៉ីនៅក្នុងប្រទេសថៃ និងនាពេលខាងមុខប្រាក់បាតថៃ និងសម្លាប់ប្រជាជនខ្មែរលើទឹកដីកម្ពុជាចំពោះតែប្រជាជនខ្មែរណាដែលបន្តចាយ និងទុកប្រាក់បាតថៃ។

ប៉ុន្តែអ្វីដែលខ្ញុំចង់អំពាវនាវគឺសូមបងប្អូនដែលរកស៉ីប្តូរប្រាក់ សូមមេត្តាប្តូរប្រាក់តាមតម្លៃទីផ្សារកុំស្វែងរកប្រាក់ចំណេញហួសហេតុតាមរយៈបញ្ចុះតម្លៃប្រាក់បាត ដំឡើងថ្លៃប្រាក់រៀល ដែលធ្វើឲ្យអ្នកត្រូវការប្តូរប្រាក់ត្រូវខាតបង់។

ខ្ញុំក៏ចង់និយាយទៅកាន់បងប្អូនជនរួមជាតិថា ពីពេលនេះតទៅឈប់កំណត់ប្រាក់ឈ្នួលធ្វើការ ឬតម្លៃទំនិញ ឬតម្លៃសេវាជាប្រាក់បាតថៃ ហើយមកកំណត់ជាប្រាក់រៀល ឬប្រាក់ដុល្លារវិញ និងកាន់តែល្អគឺកំណត់ជាប្រាក់រៀលដើម្បីពង្រឹងរូបិយវត្ថុជាតិ។

ប្រសិនស្រឡាញ់ជាតិត្រូវទុកក្រដាសប្រាក់ដែលមានព្រះឆាយាល័ក្ខ ព្រះបិតាជាតិ ព្រះមាតាជាតិ និងព្រះមហាក្សត្រយើងក្នុងទូ ក្នុងកាបូប ឬក្នុងហោប៉ៅយើង ជាជាងទុកព្រះឆាយាល័ក្ខ ព្រះមហាក្សត្រប្រទេសមួយ ដែលចាត់ទុកយើងជាសត្រូវ និងប្រមាថមើលងាយយើងនោះទេ។

ខ្ញុំសូមស្នើរាជរដ្ឋាភិបាល និងអាជ្ញាធរគ្រប់លំដាប់ថ្នាក់កំចាត់ចោលមន្ត្រី និងឈ្មួញដែលនៅបន្តលួចនាំទំនិញថៃ ចូលក្នុងពេលព្រំដែននៅបិទ ដែលធ្វើឲ្យអ្នកជិតខាងយើងមើលងាយយើងថា អត់ទំនិញគេមិនបាន។ ប្រសិនបើខ្ញុំនៅធ្វើនាយករដ្ឋមន្ត្រីដូចពេលមុនខ្ញុំមិនបាច់និយាយភាសានេះទេ គឺចេញបញ្ជាចាប់ខ្លួន ឬដកចេញពីមន្ត្រីតែម្តង ប៉ុន្តែសូមកុំគិតថា (ឆ្មាមិននៅកណ្តុរឡើងរាជ្យឲ្យសោះ)៕

I have received information that our citizens, particularly those living along the border in Poipet, Banteay Meanchey province, have begun exchanging Thai Baht for Riel within approximately two hours after I posted my message on 6 October 2025.

It is a good thing that Cambodian citizens are using the Riel on their own soil, helping to avoid financial losses and preventing the Riel from becoming a national vulnerability when foreign currencies are used as political tools.

I have also learned that some of our fellow Khmers who work and earn a living in Thailand are currently unable to withdraw money from banks there.

This situation reveals how the Thai Baht is harming Cambodians working and living in Thailand. In the future, the Baht will also harm Cambodians inside Cambodia if they continue to spend and save in Baht.

However, what I wish to appeal for is this: to all our compatriots engaged in currency exchange, please trade at market rates. Do not seek excessive profit by devaluing the Baht and inflating the Riel, which causes losses to those who need to exchange money.

I would also like to call upon our fellow compatriots to stop quoting wages, product prices, or service charges in Thai Baht. From now on, please switch to quoting in Riel or US dollars, and preferably in Riel, in order to strengthen our national currency.

If you truly love your country, keep banknotes bearing the image of our King Father, Queen Mother, and His Majesty the King in your wallets, pockets, or purses, rather than the banknotes of a foreign king who sees us as enemies and treats us with contempt.

I also urge the Royal Government and all levels of authorities to take action and eliminate any officials and traders who continue to smuggle Thai goods into the country while the border remains officially closed. This behavior makes our neighbors look down on us, assuming we cannot live without their goods.

If I were still Prime Minister as I once was, I wouldn’t need to speak in such language. I would simply issue orders for arrests or removals from office. But please don’t think that “when the cat’s away, the mice will play.”
