Osceola County Mother Arrested Following Fight Involving Children at Apartment Complex

Mom Arrested for Fight Involving Children.

On March 16, 2026, Osceola County deputies responded to the Heritage Park Apartment Complex in reference to a disturbance involving multiple juveniles at a community park. According to witnesses and a 10-year-old child a physical altercation occurred between a group of children that were playing at the park. One group of children left and brought their mothers back to the area.
Two women (mothers of children involved) got into a verbal argument with some of the children. One of the mothers, 41-year-old Ketsy Ann Rivera (5/17/1984), pushed her children (8 and 9 years old) towards the 10-year-old victim and instructed them to strike the child. Ketsy Rivera then grabbed the victim by his shirt, preventing him from leaving or defending himself.
The victim was observed to have significant swelling of his left eye. The mother of the victim appeared on scene and asked for prosecution of the woman that illegally restrained her child. The fire department responded to medically evaluate the child and cleared him of any serious injuries.
Ketsy Rivera was arrested for: Contributing to the Delinquency of a Minor, Child Abuse without Great Bodily Harm, and False Imprisonment for holding the victim against his will. She was booked into the Osceola County Jail.

ARREST | Man Accused of Impersonating a Police Officer in Osceola County

OSCEOLA COUNTY, Fla. (March 7, 2026) — Osceola County deputies have arrested a man accused of impersonating a law enforcement officer during a traffic stop earlier this week.
According to the Osceola County Sheriff’s Office, deputies responded to Simpson Road just after 7:00 p.m. on March 5 after receiving reports of a man posing as a police officer.
Investigators say an 18-year-old driver was traveling on Buenaventura Boulevard near Osceola Parkway when he noticed a Chevy SUV blocking traffic. After driving around the vehicle, the SUV allegedly followed him and activated blue flashing lights.
The suspect, identified as Carlos Barros-Villahermosa, 59, then pulled alongside the victim’s vehicle and displayed a badge while both vehicles were still moving.
The victim later pulled into a parking lot where Barros-Villahermosa allegedly approached the vehicle, identified himself as a police officer, and asked for the driver’s license and registration while arguing about his driving.
The victim became suspicious and requested another officer be present. At that point, the suspect returned to his vehicle — a 2003 Chevy Trailblazer — and left the scene.
Deputies later located the suspect and observed that he was carrying a badge and firearm. Barros-Villahermosa reportedly told deputies he worked as a contract investigator for the Department of Defense and was a retired police officer from Puerto Rico.
He was arrested and charged with:
• Impersonating a Police Officer
• False Imprisonment
Investigators say the SUV was equipped with blue emergency lights and a siren activated by switches inside the vehicle.

The Osceola County Sheriff’s Office is asking anyone who may have been stopped by the suspect previously while he identified himself as a police officer to contact the agency.

The crash happened on March 2 at approximately 10:45 p.m. in the 1500 block of East Memorial Boulevard near Interlachen Parkway.
According to investigators, a silver GMC SUV was traveling eastbound on Memorial Boulevard while a bronze Ford SUV was heading westbound.
