District Attorney Joe Khan obtained an emergency injunction Wednesday against Zaza V**e & Cigar on Durham Road. Prosecutors say the shop failed every youth compliance check conducted since opening, including five documented illegal to***co sales to minors between July 2025 and August 2026.
The DA’s Office also alleges the store sold a kratom-infused chocolate bar to an undercover 17-year-old without checking ID and sold THC-A vapes and ma*****na pre-rolls that lab testing found exceeded legal limits.
The emergency order requires the business to verify customers are at least 21 and use digital ID scanners for to***co sales. The DA is also seeking permanent restrictions on the sale of kratom and controlled substances, along with civil penalties.
According to the DA’s Office, this is the first time a Pennsylvania district attorney has used a civil consumer protection lawsuit to halt illegal smoke shop operations.
