PFBC to Conduct Operation Dry Water Enhanced BUI Enforcement July 4-6

HARRISBURG, Pa. (July 1) – During the extended Independence Day weekend and throughout the remainder of the summer, the Pennsylvania Fish and Boat Commission (PFBC) will be focusing on boater safety by keeping impaired boaters off the water.

From July 4-6, 2025, Waterways Conservation Officers (WCOs) will join other law enforcement agencies across the country to conduct Operation Dry Water, a nationally coordinated campaign which includes enhanced Boating Under the Influence (BUI) enforcement on the water and at recreational boating checkpoints.

In partnership with the National Association of State Boating Law Administrators, the PFBC is working to increase boater awareness of the hazards associated with impaired boating, and to decrease the number of accidents and deaths attributed to impaired boating and other unsafe boating practices.

"We all share the waters of the Commonwealth, and they should be a safe place for everyone to enjoy," said Col. Jeffrey Sabo, Director of the PFBC Bureau of Law Enforcement. "Alcohol and drugs impair a boat operator's judgment and reaction time the same way they do when you are driving a car, and even more so because of the added stressors of sun, heat, wind and noise on a boat."

In Pennsylvania, it is unlawful to operate any watercraft, powered or unpowered, while impaired. The blood alcohol limit for boat operators is .08%, and WCOs are trained to recognize signs of impairment and conduct sobriety tests on the water. Penalties for BUI include fines, loss of boating privileges, and possible imprisonment.

The PFBC recommends that boaters avoid alcohol altogether, or at minimum, choose a designated operator who will not consume any alcohol during the duration of the boating trip.

In 2024, 10 individuals died in boating incidents across Pennsylvania. Alcohol or drugs were determined to be contributing factors in at least two of the cases. A total of 33 individuals were arrested for BUI in 2024, with 12 arrests made during the Operation Dry Water enforcement period.

Law requires that a U.S. Coast Guard-approved wearable life jacket is present on the boat for each person aboard. Children ages 12 and under must always wear a life jacket when underway in any boat 20 feet or less in length and in all canoes and kayaks. A life jacket must be properly fitting, in good serviceable condition, and used in accordance with activities specified on its label.

In Pennsylvania, anyone born on or after January 1, 1982, is required to have a Boating Safety Education Certificate (BSEC) to operate a boat powered by a motor greater than 25 horsepower. All persons, regardless of age, are required to have a BSEC to operate a personal watercraft such as a Jet Ski™. A BSEC can be obtained by successfully completing an approved boating safety education course, available online or by registering for an in-person class held at various locations throughout the year.

** INCOMING HEAT WAVE **

Astronomical summer arrives tomorrow, June 20th at 10:42 PM and it will be off to a very hot start- no pun intended! After waves of cool weather and troughs since early May, a large upper-level ridge will be setting up over the Northeast. This will allow for much hotter air, as ridges are associated with sinking air. We will also have flow out of the south, allowing for high moisture to be moved in (also a lot of moisture in our ground- adding to the moisture moving in!). With high temperatures combined with high humidity, we will be talking about dangerous heat indices throughout this heat wave.

AREA A - The worst of the heat will be centered in this region. Heat indices will be at least 98°F between Sunday - Wednesday, with the height of the heat peaking on Monday and Tuesday, with heat indices ranging from 104 - 110°F.

AREA B - Very hot conditions are expected in this region as well. Heat indices will be at least 95°F between Sunday - Wednesday, with the heat peaking on Monday and Tuesday, with heat indices ranging from 98 - 103°F.

AREA C - Hot conditions are expected in this region, yet slightly lower due to higher elevations and more vegetation. Heat indices will be at least 90°F between Sunday - Wednesday. The heat will peak on Monday and Tuesday, with heat indices ranging from 93 to 97°F.

TAKE CAUTION: Serious heat illness may develop if you are not taking proper precautions during the peak heating of the day, especially if doing strenuous activities. Those much older and much younger will be at the highest risk.

Heat is the most dangerous weather element, taking the lives of over 180 annually per year in the US. Prepare now by identifying places in your community where you can go to get cool, such as libraries and shopping malls, or contact your local health department to find a cooling center in your area. Check on your elderly neighbors and make sure they are well aware of this upcoming heat. Those young and old are most at risk for heat illness. Stay tuned for more updates!
