College Avenue roundabout, roadway improvement updates
96th Street and College Avenue 📍Beginning on or after March 17, the City of Carmel will begin constructing a roundabout at the intersection of East 96th Street and North College Avenue. This project will require a full closure of the intersection for approximately 60 days.

CARMEL, Feb. 4, 2025 - Beginning on or after March 17, the City of Carmel will begin constructing a roundabout at the intersection of East 96th Street and North College Avenue. This project will require a full closure of the intersection for approximately 60 days.

In addition to the roundabout, improvements will take place along North College Avenue from East 96th Street to East 104th Street during the next 12 months. These upgrades will include utility coordination, enhanced pedestrian connectivity (such as multi-use paths), and the installation of additional roundabouts at Pennsylvania Parkway and Parkwood Crossing. Landscaping will also be added along North College Avenue.

The full closure of East 96th Street and N. College Avenue as well as College Avenue between the intersection and I-465, will remain in effect until June 1, 2025.

After this date:
Southbound traffic on College Avenue will be permitted between 104th Street and 96th Street
Northbound traffic will have access to I-465 with no access beyond it as the northbound lane of College Avenue is reconstructed
Community Meeting Details

The public is invited to attend a community meeting on Monday, Feb. 10 at 5 p.m. in the Council Chambers at City Hall. City of Carmel representatives will provide an overview of the North College Avenue reconstruction project and be available for questions.

The event is free but seating is limited; please register for the meeting at this link in Eventbrite. The meeting will be live-streamed on the City of Carmel page.

Rapid Flashing Beacons at Crosswalks | Community Information by: Jeff Worrell Carmel City Council

You will notice rapid flashing beacons at many of our pedestrian crosswalks throughout the city. We have plans to increase their use, and I am routinely asked about the need for a motorist to stop when they are activated by a pedestrian waiting to enter the crosswalk.

My understanding is that flashing yellow means to proceed with caution. In essence, the flashing lights warn an approaching motorist that a pedestrian is in the area and may be using the crosswalk. However, it does not mean that the motorist should stop prior to the pedestrian entering the crosswalk.
Pedestrians, you must wait until it is safe to enter the crosswalk and do not expect a car to stop. Indiana law states:

A vehicle shall yield the right-of-way, slowing down or stopping if necessary to yield, to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon the half of the roadway upon which the vehicle is traveling or when the pedestrian is approaching closely from the opposite half

'Suspicious Drone Activity' | Carmel Police Warn Drones Are Being Used by Criminals to Scope Out Homes By Mike Potter | WTHR News

CARMEL, Ind. — Carmel police are warning residents to stay vigilant as drones are increasingly being used in burglaries. Authorities are urging the public to report any suspicious drone activity in their neighborhoods.

In a social media post, the Carmel Police Department stated that drones have been linked to recent burglaries—though not specifically in Carmel. On the afternoon of Wednesday, January 29, 2025, the department provided a statement to 13News clarifying that they have no active cases involving drones being used for criminal activity.

"We do not have any active cases where we believe a drone was utilized in this fashion here at CPD," the statement read.

Despite this, police are emphasizing the importance of public awareness, encouraging residents to report any unusual drone activity. "Your awareness can make a big difference in helping us keep our neighborhoods safe," the department stated.

Anyone who spots a suspicious drone is urged to report it to the Carmel Police Department at 317-571-2580.

The concern over drones being used in crimes is not new. In November 2024, the Los Angeles Sheriff's Department reported incidents in which burglars deployed drones to survey homes in gated communities.

Homeowners in Los Angeles told NBC4 that they suspected thieves were using drones to case their properties before breaking in. One victim recounted following a drone, which led him to a group of men who immediately fled the scene.

As drone technology becomes more accessible, law enforcement continues to monitor its potential misuse. Authorities urge residents to stay alert and report any suspicious activity to help prevent crime in their communities.

Carmel developer ditches townhomes in development plan after pushback By:Jake Allen Indianapolis Star

The company behind a housing development on the northwest side of Carmel has drastically changed their development plans after hearing feedback from community members and city councilors — and at least one councilor is hoping it’s a sign of things to come.

The proposed development site is located on the southeast side of the intersection at 146th Street and Towne Road, where Carmel and Westfield meet. Lennar Homes had presented plans to build 29 single-family detached homes and 58 two-story town homes on about 16 acres.

The developer has now ditched townhomes from the plans entirely and reduced the density of the development.

Lennar Homes’ new plans, presented at a Land Use and Special Studies Committee Monday evening, now include a maximum of 50 single-family homes. Some of the homes are single-story ranch homes, while others are planned as two-story homes.

All of the 2,000 to 3,000 square foot homes would include garages and covered patios, as well as first-floor bedrooms. The primary bedroom would be on the first floor in 80% of the homes, according to the developer. Read full story click on Indy Star Link!
