Councilperson shares a statement with WLBB Radio - in response to Villa Rica Mayor Leslie McPherson filing a line-item veto to the city clerk on Thursday… attempting to block a $427k payment in the city’s FY/27 budget.

Ward 5 Council Woman, Dominique Conteh:

“We believe it is important to clarify the public record regarding the Mayor’s recent line-item veto and the suggestion that the veto stopped a $427,000 payment or approved contract for an outside communications or public relations firm.

There was no approved $427,000 PR contract or payment for the Mayor to veto.

The proposed communications/PR contract had already been tabled by the City Council until the October Council meeting and would have required further formal action by the governing body before any contract could move forward.

During the FY2027 budget process, Council also removed the $427,000 Communications line item from the City Manager’s proposed budget and placed that same amount into the Mayor and Council Contingency Fund with no designated purpose. The amended budget was then approved by Council.

As our City Attorney has explained in writing, the Mayor’s line-item veto did not cancel an approved PR contract and did not stop a $427,000 payment to a PR firm. The veto removed $427,000 from the City’s contingency appropriation.

That distinction matters.

Any description suggesting that the veto itself stopped an approved $427,000 PR expenditure does not fully reflect the sequence of Council’s actions. Council had already tabled the PR proposal until October, and any future decision regarding that proposal would still have required a separate vote or other formal action by the governing body.

The immediate effect of the veto is that the FY2027 budget now contains $427,000 less in contingency funding available for unforeseen or emerging needs.

Council has also been advised that the Charter provides a 30-day period in which the governing body may consider an override at a special-called meeting. Council has been advised that an override would require four affirmative votes.

If overridden, the $427,000 would return to the contingency fund. That action would not approve the proposed communications/PR contract, which would still require separate action by the governing body.

We respect the Mayor’s authority under the Charter to exercise a line-item veto. However, residents also deserve an accurate explanation of what was actually vetoed.

Council had already tabled the PR proposal. The veto did not cancel an approved contract. It removed $427,000 from contingency.

We remain committed to responsible budgeting, transparency, and ensuring that residents receive complete and accurate information about the financial decisions being made on their behalf.”

Mayor Leslie McPherson on Thursday exercised her line-item veto power to block the controversial $427,000 payment for an outside communications/ PR firm in the city’s FY/27 general fund operating budget.

McPherson says she does believe “the city can benefit from organized communications,” and that her “own research shows the communications would be done more appropriately through either an employee who works in a physical capacity for the city in daily operations and/or at such a time a permanent city manager can be hired and has time to review city operations to make a recommendation to the mayor and council” for a permanent solution.

Villa Rica has been without a permanent city manager since July of 2024.

McPherson further states that the $427,000 annual fee proposed in the budget “is an exorbitant cash appropriation.” She says she “does not believe the funding fits the dynamic of the city’s size nor is it conducive of proper allocation considering all of the items Villa Rica has that are recognized as critical physical infrastructure needs, among others.”

Villa Rica’s FY/2027 budget was approved by the majority of council on September 8, 2026.

To over-ride the mayor’s veto, a supermajority of four affirmative votes out of the council is required.

Former proposed landfill property in TallapoosaGA is part of a $45-million sale by Government; Profits close to $40-million.

Haralson County officials today outlined the history and current status of a multi-year property transaction that has culminated in a Purchase and Sale Agreement supporting economic and industrial development in the City of Tallapoosa.

Background
On August 15, 2023, Haralson County purchased approximately 2,047 acres of land for $6.5 million to resolve litigation that sought to void the County's zoning ordinance and permit use of the property for a landfill or other development.

Intergovernmental Agreement with the Development Authority
On August 18, 2025, the Haralson County Board of Commissioners entered into an Intergovernmental Agreement with the Development Authority of Haralson County, authorizing the Development Authority to market and sell approximately 600 acres of the property for no less than $6.5 million, in order to facilitate and promote economic and industrial growth in the County, which include the ultimate resale of such property to an end user for development and operation as a data center.

On January 20, 2026, the parties executed an Intergovernmental Agreement to amend the prior agreement to:
Increase the minimum purchase price for the 600-acre parcel to no less than $15 million, tied to the development and operation of a data center; and
Add approximately 1,000 acres to the agreement, with a minimum purchase price of $20 million.

The property was subsequently annexed into the City of Tallapoosa and zoned as a Technology Park Overlay District, positioning it for large-scale technology and industrial investment, including the development and operation as a data center.

Purchase and Sale Agreement
On August 31, 2026, the Development Authority of Haralson County entered into a Purchase and Sale Agreement with GA Tallapoosa Land, LLC, for the sale of approximately 1,600 acres for $45 million.

On September 1, 2026, the Haralson County Board of Commissioners approved an amendment to the Intergovernmental Agreements to confirm that the Purchase and Sale Agreement complies with the terms of the Intergovernmental Agreements and to conform any inconsistent provisions of the Intergovernmental Agreements to the terms of the Purchase and Sale Agreement.

About the Transaction
This transaction reflects Haralson County's ongoing efforts to convert land originally acquired in order to prevent a landfill into a driver of long-term economic growth, generating significant new investment and supporting the development of a Technology Park Overlay District within the City of Tallapoosa.
