Update: The Cheyenne Police Department has arrested 20-year-old Jadan Orr for voluntary manslaughter. Through further investigation, detectives learned that Orr and several friends had been drinking alcohol at the apartment for most of the night. At about 3:30 in the morning, Orr went into a bedroom in the apartment with two friends.
At some point, Orr picked up an AK-47 that was in the room. While manipulating the firearm, Orr charged it and fired it through the wall into the living room, striking the victim in the torso.
The victim's information will not be released until notification is given to the family. This incident remains under investigation, and any updates will be provided as they become available.

This morning, at approximately 3:30 a.m. Cheyenne Police Department Officers responded to a report of shots fired at 215 Walterscheid (Sundance Apartments). Upon arrival, officers found several people in front of the apartment building attempting to render medical aid to a 23-year-old male who had been shot.
Emergency medical personnel responded and ultimately declared the victim deceased on scene.
There is no further risk to the public at this time as the firearm and all involved individuals are accounted for and in contact with police.
Detectives are currently interviewing witnesses and involved individuals. There will be a heavy police presence in the area for most of the morning.
