* Lobbyist registration and reporting
* Local-option ballot question committees
* Gifts
* Rules of practice and procedure
* Prohibition of gifts from lobbyists to certain public officials
* Special state employees – conflicts of interest
While these are important areas to regulate, they don't capture the essence of ethics. It's like saying the only way to be a good person is to follow a set of rules about money.
No wonder it's so hard to hold public officials accountable for ethical violations. When the rules are so out of touch with reality, it's like trying to hit a moving target.
