The Florida House of Representatives just passed House Bill (HB) 1379 unanimously, the Bill will now move to the Senate for their vote.
HB 1379 advances several clean water initiatives which include wastewater treatment, onsite sewage treatment and disposal systems (OSTDSs), sanitary sewer services, basin management action plans (BMAPs), the wastewater grant program and the Indian River Lagoon ( ) Protection Program. Of particular note is the establishment of the IRL Protection Program, which includes the Banana River Lagoon, Central Indian River Lagoon, North Indian River Lagoon Basin Management Plans as well as the Mosquito Lagoon Reasonable Assurance Plan.
The IRL is considered the most biologically diverse estuary in North America and is home to more than 2,000 species of plants, 600 species of fish, 300 species of birds and 53 threatened or endangered species; it is a national treasure but sadly has suffered from water quality issues.
Septic tank leakage is a huge contributor of the nitrogen/nutrients in the groundwater surrounding the IRL and this bill will achieve phosphorous and nitrogen load reductions for the IRL. This bill will prohibit new OSTDSs (unless previously permitted) within the IRL Protection Program area, where a central sewerage system is available, for developments where sewer is not available, only enhanced nutrient-reducing OSTDSs will be authorized; and requires commercial or residential properties with an existing OSTDS located within the IRL Protection Program area to connect to central sewer or upgrade to an enhanced nutrient reducing OSTDS.
CCA Florida supports the reduction of nutrients entering Florida’s estuaries and the clean water initiatives put forth. CCA Florida is an advocate for reducing and removing failing septic tanks throughout the state of Florida. For more information on the Bill, please click here: https://bit.ly/3Vdheer.
