Conroe Firefighters Say Collective Bargaining Vote Delayed

CONROE — The Conroe Professional Fire Fighters Association (CPFFA) is thanking residents and several city leaders for their continued support as the long‑running effort to place a collective bargaining referendum before voters takes a major step forward.

The update comes after the City of Conroe acknowledged an election deadline mistake that contributed to months of delays. With that admission, the voter initiated referendum, originally expected to appear on the November 2026 ballot, is now closer to being placed on the May 2027 municipal ballot.

Association president Lloyd Sandefer said firefighters remain encouraged by recent developments and by the community’s sustained engagement.

“Conroe firefighters are grateful for the outpouring of community support in recent days as efforts continue to put the voter‑backed collective bargaining referendum on the ballot,” Sandefer said in an earlier statement. He emphasized that collective bargaining is already part of Texas law and provides a structured process for addressing wages, staffing, benefits and working conditions.

Sandefer previously thanked Council Members Ken Blevins, Kristin Hoisington and John Sellars, along with City Administrator David Willard, for maintaining constructive dialogue as the city worked through election related questions. He said those officials were “misled by others” about communications with Montgomery County elections officials regarding deadlines and other issues cited in delaying the referendum.

In the newest statement, Sandefer said firefighters are ready to move forward now that the city has acknowledged its error.

“We will continue to work with the people at Conroe City Hall who want to find a better path forward,” he said. “Thousands of Conroe voters earned the right to vote on this public safety workplace issue and we’re pleased to finally be headed toward an election.”

Willis Man Pleads Guilty to Producing, Distributing Illicit Images

HOUSTON, TEXAS — A Willis man has admitted to producing and distributing illicit child material after federal investigators uncovered years of abuse and illicit recordings, according to the U.S. Attorney’s Office in Houston.

Jesse Thomas Raines, 34, pleaded guilty after authorities identified him in 2023 while investigating suspicious activity on social media. In June 2023, Raines engaged with an undercover agent through an internet chat application, where he sent child illicit abuse material and attempted to show he was not saving the conversation by displaying his screenshot folder. Several of those screenshots contained identifying details that revealed his name and residence.

Based on that evidence, law enforcement obtained a search warrant and searched Raines’s home in Willis. During the operation, Raines admitted he had illicitly abused a minor victim for years, producing videos and photographs documenting the abuse. Agents seized multiple electronic devices.

A forensic review of an external drive uncovered a folder labeled with the victim’s name containing illicit files created between March 2019 and May 2023. Investigators also found additional child abuse material on a laptop taken from the residence.

Federal officials issued sharply worded statements following the plea.

U.S. Attorney Aaron Reitz called Raines “a deplorable, child-abusing monster,” adding that “the justice system has rightly deemed him for what he is, guilty.” Reitz said his office will continue pursuing offenders to “keep our kids safe.”

Homeland Security Investigations Houston Special Agent in Charge Lucia Cabral-DeArmas said Raines “callously… abused a 7-year-old family member and produced imagery of the abuse to share online,” believing encrypted chats would protect him. She credited HSI agents and the National Center for Missing and Exploited Children for helping identify him.

U.S. District Judge Charles Eskridge will sentence Raines on Dec. 17, when he faces up to 50 years in federal prison and a possible $250,000 fine. He remains in custody.

The investigation was conducted by Immigration and Customs Enforcement Homeland Security Investigations, with assistance from the Montgomery County Constable’s Office, Precinct 1. The case was being prosecuted by Assistant U.S. Attorneys Stephanie Bauman, Luis Batarse, and Colton Turner under Project Safe Childhood, a nationwide Department of Justice initiative targeting child exploitation crimes.

East Texas Bold Eagle Murder Sentenced

HOUSTON, Texas — A Porter resident has been ordered to serve 14 days in federal prison and pay a $5,000 fine after pleading guilty to shooting a bald eagle and hiding its body, according to federal authorities.

Santos Guerrero, 43, entered his guilty plea on May 14. U.S. Magistrate Judge Peter Bray handed down the sentence after reviewing evidence that Guerrero shot the eagle on Oct. 11, 2024, concealed it in his garage, and later lied to investigators.

During the hearing, prosecutors presented video and body‑camera footage showing the eagle perched in a tree moments before the shooting and documenting its discovery inside Guerrero’s garage. Responding officers identified the same tree seen in the video and located the injured eagle hidden under a tarp.

The bird was transported to an animal hospital, but veterinarians determined its injuries were too severe. A necropsy revealed the bullet had severely damaged the eagle’s wing, and the fall caused liver fractures, internal bleeding, and a broken leg. The eagle was euthanized shortly afterward.

Although bald eagles are no longer listed as endangered, they remain protected under the Bald and Golden Eagle Protection Act, which prohibits killing, possessing, transporting, or selling any bald or golden eagle or their parts without authorization.

Guerrero will remain on bond and is expected to voluntarily surrender to a Federal Bureau of Prisons facility once designated.

The Fish and Wildlife Service, with assistance from Texas Parks and Wildlife, conducted the investigation. Assistant U.S. Attorney Liesel Roscher prosecuted the case.

In Texas Can a District Attorneys Be Removed For Incompetency?

AUSTIN, Texas — An investigative reporter, Wayne Dolcefino, has aired a report questioning the Walker County District Attorney on why he didn’t allow a murder trial to move forward. (See comments for video link).

The Walker County District Attorney Will Durham was unopposed this election cycle and several cases have not moved forward since, leading us to question, can a District Attorney be removed from office?

Texas law provides a detailed and strictly regulated process for removing a district attorney from office, according to Texas Local Government Code Chapter 87, the statute governing the removal of county officers. The law outlines who may initiate removal, the legal grounds required, and the steps a court must follow before an elected prosecutor can be ousted.

Under Section 87.012, district attorneys are listed among the county officers subject to removal. The statute places them alongside sheriffs, county judges, clerks, treasurers, and other elected county officials.

State law allows removal only for specific reasons defined in statute:

• Incompetency — This includes gross ignorance of official duties, gross carelessness, or a physical or mental condition that prevents the official from performing required tasks.

• Official misconduct — Defined as intentional unlawful behavior related to official duties. This includes refusing to perform legally required duties or adopting policies that unlawfully restrict prosecution of certain crimes.

• Intoxication — Being intoxicated due to alcohol, whether on duty or off duty.

The statute also makes clear that no official may be removed for conduct committed before their election or appointment.

The process starts when a resident of the county files a written petition in district court. The petition must clearly state the grounds for removal and cite the specific acts or omissions alleged.

Once the petition is filed, the petitioner must request that the district judge issue a citation, formally notifying the district attorney of the allegations and the pending removal case.

After citation is issued, the district judge has the authority to temporarily suspend the district attorney. If suspension occurs, the judge appoints a temporary replacement to serve during the proceedings. This suspension is optional and depends on the judge’s assessment of the situation.

Texas law requires a jury trial before any district attorney can be removed. A jury must hear evidence and determine whether the official committed incompetency, official misconduct, or intoxication as defined by statute.

If the jury finds the allegations true, the judge enters a removal order.

The removed official may appeal the judgment to the court of appeals. In most cases, the removal order is suspended during appeal unless the court determines that suspension would harm the public interest.

Separate from the petition process, Section 87.031 states that a district attorney is automatically removed if convicted by a petit jury of:

• Any felony, or
• Any misdemeanor involving official misconduct

This removal is immediate upon conviction.

If removal becomes final, the county commissioners court appoints a new district attorney to serve until the next general election.

Texas’ removal statute creates a high bar for ousting a district attorney, requiring citizen action, judicial oversight, and a jury verdict. The law is designed to balance accountability with protection against politically motivated attempts to remove elected prosecutors.

Area Woman Dies From West Nile Virus

CONROE, TEXAS — Montgomery County has recorded its first West Nile Virus related death of 2026, according to the Montgomery County Public Health Department, which confirmed the case after laboratory verification from the Texas Department of State Health Services (DSHS).

The patient was a woman in her 90s who lived in the 77304 zip code. The zip code areas include West Conroe, Panorama Village, and areas near Lake Conroe.

The deceased woman had been diagnosed with West Nile neuroinvasive disease, the most severe form of West Nile Virus (WNV), which can lead to inflammation of the brain and spinal cord and carries a significantly higher risk of fatal outcomes.

According to the CDC, neuroinvasive disease occurs in fewer than 1% of infections, but among those who develop it, about 1 in 10 cases are fatal.
