Treasurer Pack Announces First Semester Funding Available for Hope Scholarship Students.

W.Va. State Treasurer Larry Pack, who serves as Chairman of the Hope Scholarship Board, today announced Hope Scholarship first semester funding is available for participating students to use for the 2025-2026 academic year. “My Office is excited to award our Hope families with these funds so they can begin finding the education that fits their child’s unique needs,” Treasurer Pack said. “Participants now have access to make purchases through the program’s online portal. We encourage families to take steps now to select their classes and educational materials for the upcoming school year.”

For existing Hope Scholarship participants, the account holders should see that their student's available balance in their existing digital wallet increased by the first semester funding distribution. For new Hope participants, the account holders can now see the student's digital wallet for the first time with their first semester Hope funds available to spend. From the digital wallet, account holders are able to pay their first semester tuition and fees to their nonpublic schools, place orders for services in the closed marketplace, use TheoPay to shop for goods and commodities, and submit reimbursement requests.

There are hundreds of participating schools and education service providers available in the Hope online platform, allowing families to create a customized learning experience for their child using their scholarship funds. Treasurer Pack recently announced Outschool, an online learning platform, will offer a wide-range of small-group, online classes for Individualized Instructional Plan students. Eligible families can use their Hope Scholarship funds to purchase Learning Passports, which are Outschool credit bundles, through the Hope Scholarship online portal.

The deadline to receive the full scholarship amount of $5,267.38 for the 2025-2026 school year was June 15. A student application submitted within the following dates will receive the associated level of Hope Scholarship funding:
• June 16-Sept. 15: 75% of Hope Scholarship annual award amount.
• Sept. 16-Nov. 30: 50% of Hope Scholarship annual award amount.
• Dec. 1-Feb. 28: 25% of Hope Scholarship annual award amount

Second semester Hope Scholarship funds will be distributed on January 15, 2026. Additional first semester funds will be distributed in September for newly awarded students or students with other account issues who could not be funded today.

Families are reminded to notify the Hope Scholarship Board via email at [email protected] if they are awarded the Hope Scholarship for 2025-2026 but ultimately decide to remain in public school.

West Virginia National Guard to Support Initiative to Make D.C. Safe and Beautiful.

At the request of the Trump administration, Governor Patrick Morrisey has directed the West Virginia National Guard (WVNG) to support the President’s initiative to restore cleanliness and safety to Washington, D.C. Under the command of West Virginia Adjutant General Maj. Gen. Jim Seward, the WVNG will deploy troops to the nation’s capital as a show of commitment to public safety and regional cooperation. WVNG involvement will include providing mission-essential equipment, specialized training, and approximately 300-400 skilled personnel as directed. The mission will be funded at the federal level. The WVNG remains steadfast in its commitment to its longstanding National Capital Region partnership. “West Virginia is proud to stand with President Trump in his effort to restore pride and beauty to our nation’s capital,” said Governor Morrisey. “The men and women of our National Guard represent the best of our state, and this mission reflects our shared commitment to a strong and secure America.”

“This initiative aligns with our values of service and dedication to our communities,” said Maj. Gen. Seward. “We stand ready to support our partners in the National Capital Region and contribute to the collective effort of making our nation’s capital a clean and safe environment. The National Guard’s unique capabilities and preparedness make it an invaluable partner in this important undertaking.”

NOAA Warns Conditions above-normal Hurricane Season.

Forecasters at NOAA’s National Weather Service say conditions still favor above-normal activity as the Atlantic hurricane season enters its historical peak. The season runs from June 1 to November 30, but activity has historically spiked from mid-August through mid-October.

Most hurricane-related damage tends to occur along the coast, but last year’s storms were a strong reminder that powerful winds and severe flooding can devestate businesses, destroy homes and disrupt lives hundreds of miles inland. While there’s time, review your business’s disaster plan to ensure it’s up to date. If your small business doesn’t have a disaster plan, now’s the time to create one:

• Understand the risks. Is your business located in a flood zone? Are tornadoes, hailstorms, earthquakes, or wildfires potential threats? Identify the most likely hazards in your area and take steps to reduce your vulnerability.

• Ensure adequate insurance coverage. You’ll need enough insurance to rebuild your business if necessary. Review your policies to understand what is and isn’t covered. Consider business interruption insurance, which helps cover operating costs during a shutdown. Flood insurance is also strongly recommended, as most standard policies don’t cover flood damage.

• Document your assets. Take photos and videos of your building, equipment, inventory, and other important assets. Store copies online or in waterproof, fireproof containers kept in a secure off-site location, such as a relative’s or colleague’s home in another state.

• Have a business continuity plan. Identify critical operations and resources needed to stay open or resume work quickly after a disaster. Consider remote work capabilities and alternate workspaces.

• Have an emergency response plan. Identify evacuation routes, establish meeting locations, and keep emergency phone numbers accessible to employees and family members.

• Create a communications plan. Designate a point person to relay updates to employees, customers, and vendors. Because local phone and internet service may be down after a disaster, identify an out-of-state contact to serve as a central hub for communication.

• Back up business records. Make copies of critical documents such as tax records, contracts, and employee information. Store paper copies in a fireproof safe and back up digital records to a secure cloud platform.

• Build a disaster kit. Stock it with a flashlight, portable radio, batteries, first-aid supplies, non-perishable food, bottled water, a basic tool kit, plastic sheeting, and garbage bags. Keep it in an accessible location. Encourage your employees to assemble similar kits for their homes.

From Friday, August 15, 2025, through Monday, September 1, 2025, the Governor’s Highway Safety Program (GHSP), in conjunction with the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), will be working alongside local law enforcement for the “If You Feel Different, You Drive Different. Drive High, Get a DUI.” high-visibility enforcement campaign. The goal is to help prevent drug-impaired driving, to save lives, and to prevent serious injury. The GHSP is urging drivers to refrain from driving impaired. “The bottom line is that no matter what the substance is, if a driver is impaired, they should not be driving,” said Jack McNeely, Director of the GHSP. ”We want everyone to enjoy the last weeks of summer and the Labor Day holiday. We also want everyone to understand that it’s our first priority to keep people safe. Violating West Virginia's drug-impaired driving laws can have severe and lasting consequences, both financially and potentially posing a risk to life.”

Many people believe that being high doesn’t affect driving abilities, but they are wrong. It has been proven that ma*****na can slow reaction times, impair cognitive performance, and make it more difficult for drivers to keep a steady position in their lane. In 2024, more than 30 percent of DUI arrests involved drivers impaired by drugs. In two GHSP regions, that percentage is 44 percent.

Those who plan to use drugs should not drive. Even over the counter and prescription medications can have impairing effects. Drivers should secure a designated sober driver or call a taxi or rideshare for a sober ride home.

If a driver finds they are unable to drive, they should give their keys to a sober driver so that person can get them home safely. When a friend has been using drugs and is considering driving, friends should be proactive, take away the keys, and help them get a sober ride home. If anyone spots an impaired driver, contact local law enforcement.

FSU PA Program Class of 2025 Earns 100% Pass Rate on National Certification Exam.

Frostburg State University Physician Assistant (PA) Program’s Class of 2025 cohort of 24 students was successful in achieving a 100% pass rate on the Physician Assistant National Certifying Examination (PANCE), exceeding the national exam pass rate of 92%. “This is an amazing accomplishment for the faculty, staff and students who are part of this program,” said Yum Nguyen, PhD, ATC, interim assistant dean in FSU’s College of Education and Health & Natural Sciences.

FSU’s chair and program director of the PA program, Laurarose Dunn-O’Farrell, MPAS, MS, PA-C, LCPC, echoed those sentiments. “This score is an incredible accomplishment that exceeds the goals of the program. Most importantly, it highlights our students’ dedication to meeting the challenge of rigorous learning requirements to safely practice as competent healthcare providers and their unwavering commitment to the PA profession.”

PA programs are monitored by the accrediting body relative to first time test takers’ achievement. Passing the board exam on the first attempt is an important metric, illustrating competency of the new PA graduate and reflecting the PA program’s effectiveness in preparing them for clinical practice and patient care. The National Commission on Certification of Physician Assistants (NCCPA) is the certifying organization for PAs in the U.S., providing certification programs reflective of standards for clinical knowledge and reasoning and other medical skills and professional behaviors required to practice as a PA.

Suwinski Homerun Breaks Pirate Losing Streak.

Over 100 Bay Bridge Drivers Cited On Tuesday.

The Maryland Transportation Authority on Tuesday conducted a high-visibility enforcement initiative targeted at drivers crossing the Chesapeake Bay Bridge. Over 65 vehicles were stopped and more than 100 citations and warnings given. Most stops involved aggressive or distracted driving as well as violating lane signals while crossing the bridge.

Ocean City Bookings Off For September.

Those wanting to go to Ocean City may want to look at September for a trip. Bookings appear to be down for hotels for that month. Ocean City’s data research firm, Zartico, says hotel reservations are off almost 3% for September and other vacation rentals are also hurting. WCBC took a quick look at rates on bookings.com and found hotel rates ranging from $95 to $275 per night for the week of September 7 through the 13th.
