A Hopkins County family has filed a federal lawsuit against the Rockwall County Detention Center and a private healthcare provider, alleging negligence in the death of their son, 43-year-old Michael Galvan. Galvan, who was arrested for a DWI offense in March 2023, exhibited alarming behavior during his detention, including talking to himself, interacting with imaginary objects, and repeatedly falling.

Despite his evident distress and multiple head injuries, jail staff reportedly failed to provide adequate medical care, delaying emergency intervention until Galvan lost consciousness. He was eventually taken to a hospital but succumbed to his injuries on April 4, 2023.
