Pennsylvania is emerging as a high concentration area for AI data centers, and policymakers are seeing the salience of issues related to data centers and grid management rise. At the same time, Governor Josh Shapiro (D) has put forth legislation to enact permitting reforms in the state's energy industry, and to encourage clean energy and innovative approaches to managing consumer costs - what he calls a "Lightning Plan." Proponents of AI development see the possibility of a generational economic boom for the state, similar to the one experienced during the Pennsylvania oil rush in the 19th century. Shapiro's bill is currently stalled under divided party government in the Pennsylvania state legislature.
