The Iowa Environmental Council has released its 2025 Iowa Electric Generation Condition of the State report, detailing that utilities are still far off from a 2035 net zero emissions goal, with progress towards net zero further complicated by the accelerated timeline towards tax credit expiry. Under the Biden administration's Inflation Reduction Act, solar and wind projects were eligible for tax credits through 2032, but the July passage of the One Big Beautiful Bill has shrunk that timeline, with projects needing to break ground by July 4, 2026, and see completion before 2028, to qualify for federal tax credits. Insiders agree developers will need to be aggressive in implementing their projects to take advantage of the remaining federal tax incentives.

GE Vernova has announced plans to invest 22.2 million Canadian dollars - just a little over $16 million US - in Quebec factories. Canada's energy needs are expected to double by 2050, and the province of Quebec - sometimes called French Canada - is projecting a demand increase of up to 35% by 2035. Quebec's government is moving ahead with a $150 billion capital expansion portion of public utility Hydro-Québec's $200 billion 2035 Action Plan to upgrade the grid, expand hydropower and wind capacity, and modernize infrastructure.

Academics at the University of Michigan Law School and University of San Francisco School of Law have been working towards a new legal and industry framework for managing data centers' new demands on the power grid. Professors Alexandra Klass and Dave Owen will debut an article in the upcoming edition of the George Washington Law Review, detailing a proposal to treat data centers and other information technology infrastructure superusers as an entirely separate customer class with special rules and a unique level of flexibility. Klass and Owen's approach is based on existing utility management frameworks, drawing inspiration from the management of natural gas and water by state and market actors in the Mountain and Pacific Coast regions of the U.S.

Thousands of systems dispatched a whopping 535 megawatts and reduced net load during the evening peak in a successful demonstration of the potential impact that distributed energy resources can have.
