Yerington, Nevada โ€“ The Lyon County Board of County Commissioners (BOCC) met on Thursday, January 16, 2025 for a full day of presentations and addressed a wide-range of topics. Highlights from the meeting include:

County Manager Andrew Haskin provided a State of County presentation summarizing the Countyโ€™s financial position, organizational structure, and highlighted accomplishments for each department.

To address community concerns related to the Lyon County Library system, County Manager Andrew Haskin and Library Director Wynne Prindle provided a presentation on the structure of the Lyon County Library and an overview of the Library operations, including current policies. The presentation also clarified the roles of the County Commission and the Library Board of Trustees as described in the Nevada Revised Statutes (NRS) Chapter 379.

Larry DePaul was honored with the Lyon County Sheriff's Office Community Service Award for his leadership in the Volunteers in Policing program from 2023 to 2024.

Nevada Division of Insurance: Nevada Insurance Commissioner Scott Kipper provided an update on insurance consumer protection and industry trends. Commissioner Kipper addressed questions from the Board in regards to the burden of increasing insurance costs on Lyon County families and shared strategies for Lyon County to support mitigating the risk of wildfires.

Lyon County Sheriffโ€™s Office: Sheriff Brad Pope presented the Lyon County Sheriffโ€™s Office 2024 Annual Report. Pope highlighted the dispatch center received 51,163 calls for service in 2024 and deputies conducted a total of 9,012 traffic stops (increased from 6,365 in 2023). North Lyon County Fire Protection District: Chief Brian Bunn presented the annual report, outlining achievements and challenges for the district.

Nevada Association of Counties (NACO): Executive Director Vinson Guthreau provided updates on NACO activities and the Commissioners approved the NACO draft revised bylaws.

Legislative Updates: Assemblyman Gregory Koenig, Assemblyman Ken Gray, and Senator Robin Titus each presented to the County Commission their priorities and anticipated trends for the 83rd Nevada Legislative Session which begins on Monday, February 3rd.

ยท BLM Comment Letter โ€“ Approved a comment letter addressed to the Bureau of Land Management (BLM) for the sale of public lands and the underlying federal mineral estate associated with the Anaconda Copper Mine site.

ยท Point in Time Count: Human Services Director Shayla Holmes presented the Lyon County 2024 Point in Time Count, an annual count of sheltered and unsheltered individuals experiencing homelessness on a single night, required by the US Department of Housing and Urban Development (HUD).

ยท Board of Health: The Board recessed to reconvene as the Lyon County Board of Health and heard presentations on the Foundational Public Health Services study conducted by the Nevada Association of Counties, findings and outcomes of the Quad-County Health District Feasibility Study presented by Human Services Director Shayla Holmes, and the plans for an upcoming public health marketing campaign paid for through the SB118 public health legislation.

The Lyon County Sheriffโ€™s Office finished the process of retooling the S*x Offender Task Force. I asked Commander Miller to share the vision and mission of the S*x Offender Task Force with the community; see Commander Millerโ€™s submitted letter below:

Lyon County Sheriffโ€™s Office S*x Offender Task Force

The Lyon County Sheriffโ€™s Office highlights the work of its S*x Offender Task Force, a specialized team dedicated to public safety and offender accountability. The Task Force is comprised of four highly trained Lyon County Deputies:

Coordinator, Deputy Ted Ziegenfuss (Central Command)
Deputy Jeremy Tafelmeyer (Western Command)
Deputy Travis Masterson (Northern Command)
Deputy Steven Vawter (Southern Command)
Administrative assistant, Kelsey Ravetto.

The task force is overseen by Central Area Commander Jeff Miller.

Mission Statement:

The mission of the Task Force is multifaceted, focusing on:
1. Ensuring that sexual offenders required to register with the Lyon County Sheriffโ€™s Office remain in compliance with all legal requirements of their registration.
2. Investigating reports of offenders who are out of compliance.
3. Investigating reports of sexual offenders residing in Lyon County who are not currently registered as required by law.
4. Making arrests when appropriate to uphold the law and ensure compliance.

Proactive Community Protection:
As part of its commitment to the community, the Task Force routinely and proactively contacts registered sexual offenders to verify their continued compliance. These proactive measures are crucial in maintaining the safety and well-being of Lyon County residents.

Vision and Goals:
The goal of the Task Force is to achieve and maintain 100% compliance among all registered sexual offenders residing in Lyon County. For those who choose not to adhere to their legal obligations, the Task Force is resolute in ensuring they are brought to justice.

Statistics:
โ€ข Total Offenders Overseen: 251 registered sexual offenders.
o Fernley: 89
o Silver Springs/Stagecoach: 86
o Dayton: 44
o Mason/Smith Valley: 32

These statistics play a crucial role in guiding the Task Force's resource allocation and prioritization efforts, ensuring that attention is effectively directed to areas with higher concentrations of offenders.

Through diligent work and a focus on accountability, the Lyon County Sheriffโ€™s Office S*x Offender Task Force remains steadfast in its mission to protect the community and uphold the law.

Intermittent Lane Reductions on U.S. 50 In Dayton Area Jan. 21-31

CARSON CITY, Nev. โ€“ Intermittent lane reductions will take place on U.S. 50 in Dayton Jan. 21-31 as the Nevada Department of Transportation fills age-related cracking of the roadway surface.

As part of a rolling work zone, single lane closures will take place 9 a.m.-2:30 p.m. weekdays Jan. 21-31 on sections of U.S. 50 between State Route 341 and Fortune Drive.

One lane will be reduced in one-mile sections at a time.

Motorists are advised to leave extra travel time and to anticipate travel delays.

The road work schedule is subject to change. Potential lane reductions may also be seen on nearby sections of U.S. 50 in future weeks, depending on weather.

As part of continuing routine roadway maintenance, NDOT is filling age-related cracking of the highway surface to provide a smoother driving surface. In upcoming years, NDOT plans to resurface aging pavement on an adjoining section of U.S. 50 from Fortune Drive to east of Chaves Road, along with intersection and turn improvements.

Lyon County Sheriff's Office Assists in Apprehension of Fugitive Wanted for Felony S*xual Offenses

Stagecoach, Nev. - On January 14, 2025, the Lyon County Sheriff's Office was contacted by law enforcement officials from Clackamas County, Oregon, regarding an active arrest warrant for 56-year old Donald Leroy Scott, a resident of Stagecoach, Nevada. The warrant charged Scott with multiple felony sexual offenses. Officials from Clackamas County requested assistance from the Lyon County Sheriff's Office to locate and apprehend Scott.

On the morning of January 15, 2025, members of the Lyon County Sheriff's Office Investigations Division Major Crimes Unit, the Lyon County Sheriff's Office S*x Offender Task Force, and deputies from the Central Command Patrol area successfully located Scott driving in the Stagecoach area. A coordinated traffic stop was conducted, and Scott was taken into custody without incident. He was subsequently booked into the Lyon County Jail on a Fugitive from Justice Hold.

Scott is being held without bail and will remain in custody until he is extradited to Oregon, where he face the following charges:
