“Instead of having to have a two-year degree or a four-year degree to get a Pell Grant, you’ll get a Pell Grant now for something less than a degree, so that ought to help people,” Grassley said, adding he wasn’t certain how broadly the bill would apply outside community college settings. “I don’t know whether that necessarily increases the number of workers, but it would increase the quality of the workers.”
