Fairfield Man Arrested on Child Sexual Abuse Material Charges Following Search Warrant
On October 30, 2025, detectives with the Solano County Sheriff’s Office Investigations Bureau, along with the SET (Sheriff’s Enforcement Team), served a search warrant at a residence in the 900 block of Buchanan Street in the city of Fairfield. The operation stemmed from an ongoing investigation into the possession and distribution of child sexual abuse material (CSAM).
During the search, detectives located multiple items of evidence, including canvas images of CSAM that were hanging on the wall. Edgar Montenegro, a 42-year-old Fairfield resident who was already in the Solano County Jail on unrelated charges, was arrested and booked on multiple felony counts of 311.11 PC (Possession of child sexual abuse material) and 311.1 PC (Distribution of child sexual abuse material). Montenegro is being held on $100,000 bail.
This arrest continues to demonstrate our unwavering commitment to protecting the most vulnerable members of our community. The Solano County Sheriff’s Office will continue to aggressively pursue those who exploit children through the creation, possession, or distribution of this horrific material.
