18-Year-Old Dover Man Shot and Killed in Parking Lot of CAVA Restaurant on North DuPont Highway

Shore News Beacon has learned that an 18-year-old Dover man is dead after being shot multiple times in the parking lot of CAVA restaurant on North DuPont Highway Friday night.
Dover Police received multiple calls reporting shots fired around 9:47 p.m. on September 4th. Responding officers found Foster Trader, 18, of Dover, on the sidewalk in front of the restaurant at 1037 North DuPont Highway suffering from multiple gunshot wounds. Officers began life-saving measures immediately until EMS arrived. Despite those efforts, Trader was pronounced dead at 10:04 p.m.
Investigators recovered multiple spent shell casings from the scene and are reviewing additional available evidence. At this time no suspect description or suspect vehicle information has been released and no arrests have been made.
The Dover Police Department Criminal Investigation Unit is continuing to investigate the circumstances surrounding the shooting including any events that led to the incident.

SHOOTING FOLLOWING FIGHT IN LEWES LEADS TO TWO ARRESTS

The Delaware State Police have arrested a 41-year-old Lewes man following a fight and shooting Wednesday afternoon on Hopkins Road.

Troopers responded around 4:40 p.m. on August 12 to the 20000 block of Hopkins Road for reports of shots fired following a fight between two men. Shortly afterward, troopers were called to a Kendale Road residence after a 47-year-old Lewes man reported being shot in the foot.

Investigators determined the incidents were connected.

According to police, the 47-year-old man was on the property of Kenneth Drummond in violation of a court-issued No Contact Order. The two men became involved in a physical altercation.

Police say Drummond later learned the man was still near the end of his driveway. Drummond allegedly drove to the area and fired multiple rounds from a handgun in the man's direction, striking him in the foot.

Drummond was arrested and charged with:

🔴 Assault 1st Degree – Intentional Serious Injury with a Dangerous Instrument (Felony)
🔴 Possession of a Fi***rm During the Commission of a Felony (Felony)

Drummond was arraigned and released on a $40,000 unsecured bond.

A second 47-year-old Lewes man was also arrested for violating the court-issued No Contact Order.

Lewes Man Charged After Shooting Man Who Was on His Property in Violation of No-Contact Order
Shore News Beacon has learned that a Lewes man is facing felony charges after Delaware State Police say he drove to the end of his driveway and fired multiple rounds at a man who was on his property in violation of a court-issued no-contact order, striking him in the foot.
Troopers responded to the 20000 block of Hopkins Road around 4:40 p.m. on August 12th after a report of shots fired following a fight between two men. Shortly after, troopers were dispatched to a nearby residence on Kendale Road where a 47-year-old man had been shot in the foot. Investigators determined the two incidents were connected.
The Delaware State Police Criminal Investigations Unit took over the case. The preliminary investigation revealed the 47-year-old had been on Kenneth Drummond's property in violation of a court-issued no-contact order when the two got into a physical altercation. After the initial fight, Drummond learned the man was still on his property near the end of the driveway. Drummond drove to the area and fired multiple rounds from a handgun in the man's direction, hitting him once in the foot.
Drummond, 41, of Lewes, was charged with first degree assault and possession of a fi***rm during the commission of a felony. He was released on $40,000 unsecured bond.
The 47-year-old was treated at an area hospital and after being released was charged with breach of release and released on an unsecured bond.

The DPH Office of Animal Welfare (OAW) Delaware Animal Services (DAS) announced the arrest of a Millsboro woman after 26 live animals and seven dead were seized from her home last week.

Jessica Donovan, age 36, has been charged with seven felony counts and 26 misdemeanor counts of animal cruelty, and two dog housing violations.

The suspect operates an animal rescue called Paws and Whiskers Rescue which is believed to be the source of the pets she obtained. Additional animals were likely acquired through her involvement in trap neuter return (TNR) activities.

On July 15, DAS responded to the home on Gravel Hill Road in Millsboro to conduct a welfare check. Upon arrival, animal welfare officers observed conditions that raised immediate concerns for the health and safety of the animals on the property. Based on those observations, DAS officers obtained a search warrant to conduct a more thorough examination of the residence. During the ex*****on of the search warrant, officers located numerous animals living in horrendous conditions. A total of 19 cats and seven dogs were removed from the property and transported for evaluation and care at Brandywine Valley SPCA. Officers also discovered seven deceased cats in cages and traps during the investigation. They had been dead for a long time as evidenced by their state of decomposition. The home was cluttered and unsanitary, with accumulated f***s, trash and various items.

Donovan was arraigned on July 21 at Delaware State Police Troop 4 in Georgetown and released on her own recognizance. She is prohibited from owning or possessing animals and participating in any TNR or similar programs until the case is fully disposed.
