The family of 68‑year‑old Reinaldo Jesus Lefonts has filed a new lawsuit accusing the City of Downey - Government, its Downey Police Department - Government Agency and Downey Fire Department chiefs, and its private security contractor of negligence in his death. The suit says the city failed to keep the civic‑center parking lot safe and that a series of errors — including the theft of a rescue ambulance from the scene — kept Lefonts from getting the medical help he needed.
According to the family’s legal team, the complaint was filed on June 16, in Los Angeles County Superior Court. It names the city, Police Chief Scott Loughner, Fire Chief Anthony Hildebrand, City Manager Roger Bradley, Public Works Director Matthew Baumgardner, and RMI International, the private security contractor owned by former Downey City Councilmember Rick Rodriguez. The family argues these officials ignored repeated warnings about crime in the Brookshire Avenue lot.
The lawsuit follows a $40 million claim the family filed in March. That earlier filing said Lefonts was fatally stabbed on Sept. 13, 2025, while charging his electric vehicle near the Downey City Library. It also said the responding ambulance lacked a required anti‑theft device — a safety feature that costs about $200 — allowing another man to steal it while paramedics treated him.
The complaint alleges that the theft prevented Lefonts from being taken to a hospital just half a mile away. It also claims city records show hundreds of calls for service in the area and that officials had long known the Civic Center was unsafe.
The case is now in Los Angeles Superior Court, where the family says it will seek accountability and answers. The City of Downey has not yet responded to the complaint.

La familia de Reinaldo Jesús Lefonts, de 68 años, ha presentado una nueva demanda acusando a la ciudad de Downey, a sus jefes de policía y bomberos, y a su contratista de seguridad privada de negligencia en relación con su muerte. El caso se encuentra ahora en el Tribunal Superior de Los Ángeles, donde la familia afirma que buscará respuestas y que se deslinden responsabilidades. La ciudad de Downey aún no ha respondido a la demanda.
