Officer Justin Hi everyone, my name is Justin Malueg. I currently work as a full-time Police Officer in Poynette, WI and a part-time Police Officer in Shiocton, WI.

You, as tax paying citizens, of this county will always have a say in what happens within the walls of the Sheriff's Office. Government is about accountability, transparency, and being accessible. That will be my plan as your next Sheriff!

Follow Up - Should squads be used for personal business outside of the county? When they are used for personal business outside of the county, should fuel be purchased using a County credit card?

If your answer is no to both of these questions, then I would like to hear your input on the findings below.

History:

On October 29th, 2025, I had made two posts talking about Administrative take-home squad cars – specifically the Jail Captain, Jail Lieutenant, and Dispatch Captain. I provided a mileage log, in which Jail Captain Adam Wogsland logged 17,998 miles in 8 months. He also used his county issued fuel card to purchase fuel outside of Waupaca County a total of 17 times. Some of these locations included Green Bay, Manitowoc, Stevens Point, Plover, and Wild Rose. The total purchase of fuel to date was $3,086.28 (before tax exemption).

Captain Wogsland’s primary duties are held within the walls of the Waupaca County Sheriff’s Office, specifically the Jail. He does not respond to calls for service or patrol the roadways of Waupaca County. In fact, in those 8 months, he responded to a total of zero calls for service.

New Information:

Recently, it was asked by a concerned citizen if Captain Wogsland was using his squad car for personal business, both inside and outside of Waupaca County. Also provided, were screenshot photographs from a personal Facebook account where Capt. Wogsland was “tagged” in multiple events. One of these events attended was a baseball sporting event for a family member in Manitowoc, Wis. This occurred on June 21st, 2025 and according to the fuel receipt, on 06-21-2025, Capt. Wogsland had purchased fuel for $60.64 (tax exempt) at a gas station at 808 Memorial Dr. in Manitowoc.

There were several other fuel purchases in and around the Wisconsin Rapids, Plover, and Stevens Point area as well. There are several Facebook posts again showing Capt. Wogsland to have purchased fuel from gas stations in this same area - where family sporting events were taking place. (See attached post from PWYA page).

Conclusion:

As I have said so many times before – I do not enjoy making posts like these. I do not like negativity. I am, overall, such a positive person and always see the best in people. However, you, the tax paying citizens of this county, need to know what is going on at the Sheriff’s Office and within Waupaca County. It simply is not fair for you to be excluded from this decision making and lack of accountability. This information is factual and is not intended to be opinionated, harassing, threatening, or derogatory in any way. In reference to this concern, I, too, am a family man. I will encourage my staff to always put family first and to be there for your children. However, there must be a line that is drawn when it comes to being accountable to our taxpayers.

Simply put - this issue is not a political opponent versus opponent issue, rather right versus wrong issue.

If you need a patrol vehicle to perform your job duties, and it's within the county or a reasonable response time away from the county line - then 👍🏼. If you don't need a squad car to perform your duties (Jail, dispatch, etc.), then it's a hard no for me. Our community members (tax paying citizens) should not be having to foot the bill to the tune of 10s of thousands of dollars.💰💰

The central Wisconsin sheriff’s office has 50 take-home vehicles, nine of which travel beyond the county, Sheriff Tim Wilz says. The take-home policy is excessive and should be reined in, a contender for sheriff says.

There is so much going on here today and tomorrow! Live music, vendors, food, drinks, and even a Cowboy church in the barn!

Proceeds benefit the Tunnel to Towers and the local Iola first responders and fire department!🚒🚑🫡

I was 8 years old and was in 4th grade. Only the 5th graders were allowed to watch the news all day. They wheeled the tv cart into the library and that area was off limits to the rest of us.

My Wife and her family were out there that day. Her brother is a Marine and was at the Pentagon the day prior.

I will always get chills when I see this photo. It is a photo of President Bush seconds after being told the 2nd tower was hit and we are under attack.

My heartfelt thoughts and prayers go out to everyone involved today.

See law enforcement budgets below from 2021-2026:

2021 Actual: $13,091,933.75
2022 Adopted: $13,573,025.00 ⬆️
2023 Proposed: $14,117,008.00 ⬆️
2024 Actual: $15,350,516.03 ⬆️
2025 Adopted: $15,100,892.00 ⬇️
2026 Proposed: $16,344,461.00 ⬆️

The 2027 budget was "only increased by 1%."

$16,344,461.00 X 1%
= $163,444.61 total increase

Also - Waupaca County was once again in the position where they needed to cut $2.3 million for 2027 due to a deficit.

We need to consistently monitor our spending and save our tax payers money. We work for you - not the other way around!
