Welcome back comrade Noah Mutwe . We condemn the prohibitive bail fees of 5 million shillings, which amount cannot be afforded by the vast majority of our people. This, in addition to the long period spent on remand over ridiculous, trumped up charges. Expensive justice is no justice! It is exactly 5 years today since we unveiled the political wing of our People Power movement, the National Unity Platform . In these few years, the Party has registered incredible milestones that have turned it into one of the most potent anti-dictatorship forces Uganda has had across generations. What a roller-coaster it has been!

From the limited resources we receive to run our day-to-day activities, we have in this period managed to establish the biggest political party headquarters in the country besides establishing vibrant regional offices. We have endured innumerable challenges and survived many regime traps but have remained true to our values and commitment to end oppression in Uganda no matter how long it may take.

Our efforts to make the party more democratic and transparent through adopting a new party constitution are still being impeded by regime agents previously hiding in plain sight amongst us. Abductions, torture, enforced disappearance, detentions-without-trial, and killings of our comrades and associates also continue to cast a dark shadow over our progress. And yet, we remain determined to and are still doing whatever we can to build a resilient institution that will survive us and outlive human greed for power.

As the clichΓ© goes, we may not be where we intended to be when we set out a a few years ago, but we are also in a much better place than we used to be. We continue to stand tall, with our eyes firmly fixed on the ultimate mission: ending dictatorship and establishing a free and just country of fortune for all who live in it. No matter the price, we still press forward, grounded in this mission and guided by the unshakeable belief that with God by our side, there is no mountain we shall not surmount on this treacherous journey to freedom!

To you our comrades who have paid with your lives, have vanished, have been imprisoned, or have been maimed in the name of our shared ideals, we see you. We honor you. We carry on in your name. we shall vindicate you.

This morning, we were at Buganda Road Court for the bail hearing of Noah Mutwe (Noah Mitala), who is accused together with others of allegedly inciting hostility against members of the first family, the Speaker and Deputy Speaker of Parliament.
Court will deliver its ruling on his bail application on Wednesday this week.

This morning at Masaka Main Prison, we checked on our comrades Eddie Mutwe, Achileo Kivumbi, Mugumya Gaddafi and Wakabi Grace Smart. There are also 14 other comrades from Masaka who are detained there. Despite the continuing persecution and detention without trial, they are of strong spirits. They send you all greetings and appreciate the National Unity Platform leaders in Greater Masaka for always visiting them, encouraging them and ensuring that they do not run out of food. . . has made some progress in terms of recovery, although he still needs a crutch to walk and still bears the scars of torture. Their application for bail will come up on 14th August.

This morning, I had the honor of delivering a keynote address to members of the Uganda Law Society and the public at large reflecting upon the role of lawyers in promoting social justice through upholding human rights and electoral integrity.

I spoke about my childhood dream of being a lawyer – which I only achieved last year in my 40s after getting the time and means I never had in my childhood. Reflecting upon this, I emphasized that the State must take its role of subsidizing life for its citizens very seriously as that ensures that they all have the opportunity to live meaningful and fulfilled lives.

I condemned the judicial cowardice masked as "legal doctrine" behind which judicial officers have since independence repeatedly hidden to sanitize and legitimize military dictatorship, fraudulent elections and human rights abuses. I specifically critiqued the so-called 'Political Question Doctrine,' and the 'Substantiality Test' upon which the Supreme Court has on numerous ocassions relied to dismiss mind-bending evidence of vote rigging and electoral violence against dictator Museveni.

Even when the judges know that any single act of rigging, however big or small, was done precisely to alter the final result; even when they know that no one rigs an election for the sake of rigging it but to win it; and even when they know that State-led electoral malpractice undermines the credibility of the entire process and result, they still go ahead to say it was not "substantial". In other words, they would rather feel β€˜safe’ than uphold their judicial oath.

We must build a country where law serves the people, not power. Lawyers, by their training and knowledge alone, must play a central role in achieving this objective because their inaction amidst oppression makes them complicit. No one is ever safe in a lawless nation and we have the example of none other than former Chief Justice Ben Kiwanuka to demonstrate that.
