Maverick County Housing Finance Corporation Owns 29 Properties Across Texas, Estimated Value Approaches $1 Billion

Eagle Pass, Texas — The Maverick County Housing Finance Corporation's (MCHFC) extensive real estate holdings extend far beyond the borders of Maverick County, with records indicating the corporation owns at least 29 properties across Texas with an estimated value approaching $1 billion. None of these 29 properties are located in Maverick County.

The scope of these real estate holdings was discussed during the Maverick County Housing Finance Corporation’s special Board of Directors meeting held June 16 at the Hyatt Hill Country Resort & Villas in San Antonio.

"Just for the record and to inform the HFC board, two weeks ago, we received from Guillermina Romero, copies of the deeds and the lease agreements for the 29 properties owned by the HFC, which has an estimated value close to $1 billion," Assistant Maverick County Auditor Karla Mazuka told board members.

The statement represents one of the clearest public acknowledgments to date regarding the size of the corporation's real estate portfolio. Independent research conducted by the Eagle Pass Business Journal has so far identified 24 of these 29 properties owned by the MCHFC.

The Eagle Pass Business Journal has submitted a public records request to MCHFC for a list of these 29 properties and their individual appraised values.

Among the 24 properties found by this publication alone carry a combined appraised value of approximately $699,852,313. However, that figure is not final.

Six additional properties of the 24 found by the Eagle Pass Business Journal remain under review due to appraisal disputes, contested records, or incomplete valuation information. Once these properties are fully accounted for, the total value of the portfolio is expected to increase substantially.

According to records reviewed by the Eagle Pass Business Journal, these properties are located in Harris County, Dallas County, Tarrant County, Bexar County, and Fort Bend County. The portfolio consists primarily of large apartment complexes and multifamily housing developments. To date, this publication has located 24 of the 29 properties, including 13 in Harris County, five in Tarrant County (Fort Worth), three in Dallas County, two in Bexar County, and one in Fort Bend County. The location of five additional properties mentioned by the county auditor’s office are currently being investigated by this publication.

What stands out most is that the total appraised value of these 29 properties is almost $1 Billion, but none of the properties identified are located in Maverick County.

The discovery raises many questions among Maverick County taxpayers regarding the purpose and operation of the Maverick Housing Finance Corporation's real estate holdings.

Why is a Maverick County entity holding hundreds of millions of dollars in housing assets located throughout other parts of Texas?

What financial benefits are being generated by those properties, and where are those revenues being directed?

How are the properties being managed, and what oversight mechanisms are currently in place?

And what connection, if any, exists between Maverick County taxpayers and the assets, liabilities, risks, or financial obligations associated with the corporation's portfolio?

At this stage, this publication is not drawing conclusions regarding the management or operation of the properties. Rather, the newspaper is reporting information that has been verified through public records, appraisal records, and statements made during public meetings.

What is clear is that the Maverick County Housing Finance Corporation controls a real estate portfolio that county officials estimate is worth nearly $1 billion, with holdings spread across multiple Texas counties and no currently identified properties located within Maverick County itself.

As additional records become available and the remaining properties are reviewed, the Eagle Pass Business Journal will continue examining the corporation's holdings, financial structure, and their implications for Maverick County residents.

This remains an ongoing investigation by the Eagle Pass Business Journal.

Putting Maverick County First: Morales, Cruz, and Esquivel Attend South Texas Leadership Conference

SAN ANTONIO, Texas — While the November General Election remains months away, three Maverick County Democratic nominees are already working together to prepare for the future of the community they hope to serve.

Democratic nominee for Maverick County Judge Jerry Morales, Democratic nominee for Precinct 1 Commissioner Mario Cruz, and Democratic nominee for Precinct 4 Commissioner Dr. Alejandro Esquivel attended the South Texas County Judges and Commissioners Association Annual Conference in San Antonio on Tuesday, June 16, joining county leaders and industry professionals from across Texas.

The conference brought together judges, commissioners, engineers, architects, consultants, and economic development professionals to discuss the challenges and opportunities facing counties throughout the state.

For the Maverick County nominees, the event served as an opportunity to learn, network, and gain insight into issues that directly impact local residents, including infrastructure improvements, economic development, and long-term community planning.

“We met with county leaders, engineers, architects, consultants, and other professionals who are helping communities across Texas prepare for future growth and development,” Morales said.

The conference highlighted the importance of collaboration between elected officials and the professionals responsible for designing, funding, and implementing projects that shape communities.

Attending together also reflected a shared commitment among the nominees to begin building relationships and exploring solutions before potentially taking office.

As Maverick County continues to face infrastructure demands and opportunities for economic growth, local leaders say preparation and planning are essential to ensuring the community remains competitive and ready for the future.

“These conferences are important because they provide valuable insight into infrastructure, economic development, and innovative solutions that can benefit Maverick County,” Morales said.

Beyond the presentations and workshops, the conference provided opportunities to connect with professionals whose expertise could prove valuable as Maverick County pursues future projects and investments.

The presence of Morales, Cruz, and Esquivel at the conference underscored a common theme: leadership begins long before Election Day.

Whether discussing roads, economic development, public services, or future growth, the three nominees spent the week learning from leaders across Texas and gathering ideas they believe can help strengthen Maverick County.

For Morales, the mission remains simple.

“Every decision, every partnership, and every opportunity should be focused on one thing: putting Maverick County first,” he said.

As the November election approaches, the conference offered a glimpse of what cooperation and forward-thinking leadership could look like—one focused not on campaign season, but on preparing for the future of Maverick County.
