It is very important to me that all voters make informed choices. I want to ensure the correct information is out in regard to school closures.

During the budget process, the board prioritized researching and discussing the possibility of school consolidation as a cost saving measure. This option was extensively reviewed by the board and discussed at every meeting held, particularly on April 16th and April 30th; I encourage anyone interested to review the videos from those meetings.

Ultimately, it was determined that closing the Westford school, or any school at this moment, did not make sense in terms of cost-benefit analysis for many reasons. First and foremost, it would not be possible to do so and realize any cost-saving this fiscal year. School closures require a lengthy process, community conversation, and to be put forth to voters in all three communities within EWSD to approve and consent to closure of schools or disposal of facilities and property.

Additionally, there are many logistical factors to consider: the teachers are still under contract, the students still need transportation, and there would need to be placement of these students into the other schools where there is not space.

All of those logistics and more would have to be considered, before even weighing the huge impact to the families and community of Westford. It would be extremely unfair, irresponsible, and short-sighted for the board to sacrifice Westford school reactively as a quick fix, particularly since any potential cost saving measures would not come in time to impact this budget. We believe we owe it to all our constituents, including Westford, to do the real, time-consuming work of proactively and carefully planning how to equitably serve our entire community.

As a board, we have discussed that school consolidation should only be explored as part of a comprehensive study, with sustained community engagement and matched with sufficient statewide school construction funding. We want to do our work strategically, thoughtfully, with community input, and in a way that mitigates harm to our students and families; making the wise investments that come with putting in the time and effort to do the work well.

You can watch the past meetings and read the minutes in which the idea of closing schools, not limited to Westford but including other buildings, has been discussed as a potential cost-saving measure for future years. The board is committed to explore these and other long-term, significant cost-saving options in a responsible manner.

After serving on the School Board for 30+ years, I believe a game is being played by the Board against the taxpayers of our district. It is ludicrous that a school with a student population of only 160 students should cost taxpayers $4.1 million/year for education/infrastructure. A few years ago, the Westford enrollment was over 250 students. That number is trending downward which agrees with the overall stateโ€™s student population. Because the cost per student of $29,000 will continue to escalate, I presented an alternative consolidation proposal for the Westford school to reduce taxpayer costs. This reasonable proposal would eliminate $4.1 million/year and/or $8.2 million over 2 years and would result in real property and school cost avoidance. Unfortunately, the proposal was rejected by the Board. The Boardโ€™s priority is to build new schools in Essex Junction while the Superintendent, I believe, prefers building all schools in the town. Regardless of the location, new schools means much higher taxes - the opposite of what our community needs during these difficult economic times.

My second point relates to 7 new RTI hires (Response To Intervention). Burden and overhead costs are estimated at $130,000 per RTI employee. As far as I know, no other school in the state is funding RTI staff. Estimated cost for 7 RTI hires is $910,000/year. The school district should be reducing, not adding more administrative overhead.

I call upon the administration team and the Board Chair to resign. I know that we can do significantly better.

Delphia was elected Chair of the Essex Selectboard at the start of its April 1st meeting by a 5-0 margin. Previously she was Vice Chair alongside Andy Watts, three-time Chair.

Delphia was first elected to the board by a two-vote margin over an incumbent in 2021 and has served for three years while working full-time in information technology for the State of Vermont.

Delphia ran uncontested last month and was re-elected to the Selectboard for another three-year term.

Before moving to Essex, Delphia served on the South Burlington Planning Commission.

Irene Wrenner has worked as a "check-and-balance" on local government for 15 years. Her passion is paying attention to what happens in hallowed halls โ€” comparing and contrasting what's said vs what's done, critically thinking, digesting and documenting โ€” to help residents comprehend the oft-bizarre behavior of paid staff and elected officials.

Ken Signorello is a 15-year rural Essex resident, blissfully ignorant of Town politics until Irene begged him to attend a โ€œMergerโ€ meeting back in July, 2019. What he saw and heard drove him to attend more meetings. The direction of Town politics came into focus, and he couldnโ€™t help but become an activist.

Wrenner and Signorello have since joined forces, along with others in town, to improve the integrity, transparency, and equity in Essex government via a variety of means. We seek not to blame or shame, but to name and explain when our government fails to serve our needs and live up to our values.

We attend a multitude of meetings, check facts, research history, and listen closely to people on the street. After connecting-the-dots, we create graphics and post observations.
