The Falmouth Outlook It was founded June 21, 1907 by Warren J. Shonert with only six subscribers at the time. It is consistently recognized by the news industry each year.

The Falmouth Outlook is a weekly newspaper that covers the latest headlines, community happenings and local events in Falmouth, Butler, and other areas of Pendleton County. The newspaper is now owned by Neil and Marilyn Belcher, who purchased it from the Delphos Herald in January of 2022. The weekly circulation has grown to nearly 3,600 readers a week with subscriptions, newsstand sales and the e-

edition. This small town media outlet produces an award-winning publication for its readers. In 2019, the Outlook was named the Weekly 1 Outstanding Local Newspaper by the Kentucky Press Association. Simply, they were named the best small town newspaper in the state. clearly shows the level of dedication of the employees and the pride taken in their work. Neil Belcher, who has more than 40 years in the newspaper business, is the current publisher of The Falmouth Outlook. He manages the daily operation of the newspaper, specializing in advertising sales. Belcher assumed these duties in January of 2015 after the retirement of Debbie Dennie, longtime editor/publisher of 33 years. Burton Cole assumed duties of editor in January 2024 on the semi-retirement of Editor Carolyn Reid. Cole has more than 40 years experience in daily newspapers, most recently as the Features Editor of the Tribune Chronicle in Warren, Ohio, and its sister paper The Vindicator, which covers Youngstown, Ohio, and area. Sarah Tackett assumed the advertising duties in November of 2018 after starting with the paper as typesetting and free lance reporter. Her advertisements won eight awards in 2019 and she finished third overall as the best Weekly 1 Small town newspapers for advertising. The eyes and ears of the community, The Falmouth Outlook has recorded the local history and events of Pendleton County for over a century while never missing a single week of publication since its small and humble beginning. It has withstood devastating floods, damaging tornadoes, and other hardships in order to achieve this 110 year accomplishment. Each week the newspaper features breaking news, births/deaths, marriages, court records, school news, church news, opinion letters, area columnists, sports, upcoming events, Meet Your Merchant, extension news, classified ads, community happenings and other important local issues. Monthly meetings of the city and county governments are reported as well as school board news and club/organization meetings. Looking Back, The Outlook Travels and Way Back When remain a constant favorite of readers. There are several informational guides and special sections printed at different times throughout the year. Update on the May 17, 2025 Gunfire Exchange:

Ethan Groneck of Alexandria, KY, has been arrested and charged with seven counts of wanton endangerment and one count of tampering with physical evidence.

The Falmouth Police Department is currently seeking information on another person of interest, Adam Duncan of Newport, KY. Anyone with knowledge of Mr. Duncan's whereabouts is urged to contact the Falmouth Police Department immediately. (See attached photo).

Additional charges against other individuals may be forthcoming as the investigation continues.

From the Falmouth City Police Department:

What began as a routine patrol quickly escalated into a significant drug and weapons seizure when a vehicle was observed committing multiple traffic violations on Licking Street.

Sgt. Brody Schmeing, conducting standard patrol operations, witnessed the southbound vehicle disregard multiple stop signs and fail to signal at several intersections.

The vehicle was stopped at the intersection of Broad and Main Streets. Upon approaching the driver — Suspect 1 — Sgt. Schmeing requested the individual exit the vehicle. When questioned about weapons, the suspect revealed a pistol tucked into her front waistband. The firearm was safely recovered by the officer.

During a protective frisk for additional weapons, a small clear plastic bag containing a white substance — suspected to be methamphetamine — was discovered in the suspect’s fleece pocket.

A probable cause search of the vehicle revealed what can only be described as the tools of illegal drug trade, including:
• A Springfield Armory 9 mm handgun
• Approximately 5 grams of suspected fentanyl
• Approximately 1.3 grams of suspected methamphetamine
• Over 1 pound of ma*****na-based products
• Two digital scales
• Empty packaging materials
• A receipt bearing a white powdery residue, suspected to be fentanyl
• $40 in U.S. currency
• Two iPhones (pink and black)

Suspect 1 was read her Miranda rights and taken into custody without incident. During a post-arrest interview, she admitted to ownership of the methamphetamine and ma*****na. She identified the fentanyl as belonging to Suspect 2, also currently under investigation.

With verbal consent, officers searched both phones in Suspect 1’s possession. The devices contained alarming evidence — messages and photographs suggesting an active role in the distribution of methamphetamine, ma*****na, and Xanax. A search warrant will be pursued for a comprehensive forensic analysis of the phones.

Suspect 1 now faces the following charges:
• Disregarding a Stop Sign
• Failure to or Improper Signal
• Careless Driving
• Trafficking in Ma*****na (Less Than 5 Pounds)
• Possession of a Controlled Substance (Methamphetamine)
• Possession of a Controlled Substance (Fentanyl)
• Possession of Drug Paraphernalia

This case is a stark reminder of how quickly routine enforcement can unveil serious threats to public safety. The investigation is ongoing, and additional charges may be filed as evidence continues to be analyzed.

FALMOUTH — The City of Falmouth residents are invited to a TOWN HALL FORUM to meet new Mayor Sabrina Hazen and to invite a question-and-answer session.

The Town Hall Forum will take place at 6 p.m. April 30 at the Pendleton County Extension Office, 45 David Pribble Drive.

The forum will be an open discussion with the mayor, police Chief Marty Hart and three City Council representatives.

There will be time limits to permit as many as possible to speak. This forum is for city-related business only.

UPDATED, 1 p.m.

FALMOUTH — An interim mayor was appointed and a former mayor arrested during a special meeting of Falmouth City Council Monday night.

Councilwoman Sabrina Hazen was appointed by council to serve the unexpired term of Luke Price, who resigned April 7 because of conflict with his job. She will serve until the next election.

Meanwhile, former mayor Sebastian Ernst, who attended the meeting, was arrested, handcuffed and placed in jail on a charge of trespassing.

Earlier in the afternoon, Ernst was in a heated argument with police Chief Marty Hart involving possession of a statue of a sheep that was in the basement of the police department. Hart ended up banning Ernst from city-owned buildings, accusing Ernst of being disorderly, disrupting the operation of the police department, and making threats.

“When he’s challenging the authority of the police department, we have the obligation to follow through, like we would do with anyone else,” Hart said today. “We are very impartial and consistent.”

Ernst has denied threatening a police officer and said the allegations are false.

A few hours later, Ernst showed up at City Hall for the city council meeting, was told multiple times that he had to leave because he had been trespassed from city property, and when he refused, he was arrested, Hart said.

Hart, who was granted administrative authority between the resignation of Price and the appointment of Hazen, was in a closed session with council at the time. The arrest was made by Sgt. Brody Schmeing.

Ernst was booked in Bourbon County Detention Center on the charge of criminal trespass-third degree. He has since been released.

Ernst was elected mayor in 2022. He was impeached and removed from office by City Council on Jan. 2, 2024, on allegations of misconduct in office.

Councilman Luke Price was appointed as interim mayor, then was elected in special election in Nov. 5, 2024, to fill the remainder of the unexpired term.

Hazen will fill the remainder of the term until the 2026 elections, which is also when Ernst can run again for mayor, or until a special election is called.
