Jim DeCesare Announces Resignation as Executive Director of Franklin-Simpson Industrial Authority

FRANKLIN, KY – Nov. 14, 2025 -The Franklin-Simpson Industrial Authority announces that Jim DeCesare will be resigning from his position as Executive Director, effective Feb. 13, 2026, to pursue other endeavors in his family business.

DeCesare expressed his gratitude for the opportunity to serve the organization, "I am incredibly thankful to be a part of this organization and to have played a small role in helping retain existing industries and attract new businesses and jobs to Franklin-Simpson. It’s been an honor to work alongside such dedicated colleagues and to contribute to the growth of the community."

Board Chairman Gary Broady also shared his appreciation, "Jim has done outstanding work during his tenure, and we are grateful for his leadership and dedication. We wish him all the best as he pursues his future projects and opportunities."

The Franklin-Simpson Industrial Authority will soon begin the process of seeking a qualified replacement to continue the important work of fostering economic development and community prosperity.

Ferguson signed to play soccer and softball at Lindsey Wilson College.

Franklin-Simpson Wildcat Kason Himschoot made the game saving interception tonight with 37.7 seconds left in the game. The Wildcats outlasted the John Hardin Bulldogs 42-35 to advance to the second round of the KHSAA 2025 Class 4-A UK Sports Medicine Gridiron Football Playoffs.

Next Friday night, Franklin-Simpson, the number three seed from District 1, will play at the Paducah Tilghman Blue Tornado, the number one seed from District 1.

VETERANS HONORED

Veterans Day is observed on Nov. 11, and several events honoring U.S. military service members are scheduled this year in Franklin-Simpson County.

U.S. marines and their families and friends are invited to celebrate the Marine Corps birthday on November 10 in the bar area at El Potrero Cantina & Grill at 270 Trotters Lane. The restaurant will be open for dinner and birthday cake will be cut at 7 p.m.

On Nov. 11, everyone is welcome to attend the annual wreath-laying ceremony at the Franklin Post Office at 619 North Main Street, sponsored by the Simpson County chapter of the Daughters of the American Revolution.
Breakfast, lunch, and dinner are being served for free to U.S. military veterans and a guest by local veterans organizations in Franklin on Veterans Day, Nov. 11.

AMVETS Post 110 will serve breakfast from 7 a.m. until 9 a.m. at the post home at 891 Washington Way.
VFW Post 5706 will serve lunch from 12 to 2 p.m. at the post home at 823 North Main Street.
American Legion Post 62 will serve dinner at 6 p.m. at the post home at 113 Legion Drive.

Veterans do not have to be a member of the veterans organizations to attend.
A POW-MIA ceremony will also be held at American Legion Post 62 on Nov. 11 at 5 p.m. The Simpson County Honor Guard will place the American flag on the POW-MIA table.

The honor guard is made up of veterans who have completed their military service honorably. For nearly 25 years, the Simpson County Honor Guard has provided military rites for deceased veterans in Simpson County.
Looking ahead, veterans will also be honored on Dec. 13 with a special ceremony in Franklin.

The Civil Air Patrol's Bowling Green Senior Squadron is planning a National Wreaths Across America Day at the Greenlawn & Shady Rest Cemetery at 420 Cemetery Street in Franklin on Dec. 13 at 11 a.m.

In addition to Civil Air Patrol senior and cadet squadron participation, local veteran groups, community groups, and community leaders will be asked to participate in the event.

The recognition ceremony is free and open to the public.

Established in 1941, Civil Air Patrol is the longtime auxiliary of the U.S. Air Force and, as such, is a valued member of its Total Force.

CAP’s 66,000 members perform numerous duties, such as homeland security, disaster relief, and drug interdiction missions at the request of federal, state and local agencies.

The Bowling Green Senior Squadron has participated in Wreaths Across America before, but this is the first time they have had a ceremony in Franklin-Simpson County.

Last year, the group's Wreaths Across America ceremony was held in Russellville in Logan County.
Remembrance wreaths for the Wreaths Across America event in Franklin-Simpson County are $17 each, and can be purchased online at https://www.wreathsacrossamerica.org.

IMPORTANT NOTICE REGARDING SNAP BENEFITS: JUDGE RULES AND A PARTIAL BENEFIT TO BE ISSUED

Team Kentucky filed a lawsuit that has secured a ruling requiring the federal government to fund November SNAP benefits. However, the federal government has chosen to reduce November SNAP benefits by about 50%.

The Cabinet for Health and Family Services is working to load November available benefits to EBT cards. Because of the federal government’s decisions, it will take more time than usual to load benefits on cards.

What SNAP participants should know:
• There may be a delay in getting your November benefits on your card.
• The amount of your November benefit will be less than usual.
• Check your balance on your EBT card before heading to the store.
• You can keep using any benefits already on your EBT card.
• This issue does not affect your eligibility for SNAP.

DCBS offices are open and still taking and processing applications.

To ensure Kentuckians have access to food over the next few days, Gov. Beshear signed an executive order declaring a state of emergency and directed an initial $5 million from the budget reserve trust fund to Feeding Kentucky food banks. PLEASE SHARE! WE NEED YOUR HELP!

As you have likely read or heard, SNAP benefits will not be issued in November. Franklin and Simpson County children, disabled individuals, elderly individuals, single parents, and the working poor will face food insecurity without these benefits. Our local food pantries will have a very difficult time keeping up with the increased need in our community.

The staff of the Housing Authority of Franklin and Franklin Affordable Housing, beginning now, and running all through the month of November, are hosting a STOCK THE PANTRIES food drive, where we will be working to ensure our local food pantries are able to help ALL Franklin and Simpson County residents who are in need of assistance with food. The items we collect will be 100% donated to the Good Samaritan Food Bank (who distributes food from their location) and Franklin Community Church Food Bank (who stock food pantries in several locations around the community).

**We are asking ALL of our local leadership, businesses, and citizens to please help with this effort to ensure no one in our community faces hunger.**

How can you help?

You can drop off non-perishable items to our office Monday thru Friday from 8 a.m. to 4 p.m. at our administrative building at 1301 Crestmore Drive in Franklin.

Need to drop off after hours? No problem! We can coordinate a drop off time after hours with our Security Guard.

We will be set up at IGA from 12:00 p.m. to 6:00 p.m. to collect donations on the following Fridays:

November 7th
November 14th
November 21st

We will accept monetary donations, and here is how it works:

If you would prefer to make a tax-deductible donation, all food drive donations will 100% go to the purchase of food for the food drive. Checks may be made payable to Franklin Affordable Housing with a note "Food Drive" on the check or in the memo line. Receipts for your donation can be provided at your request.

We ask that you please spread this flyer and this information far and wide with all of your personal and business contacts so we are able to STOCK THE PANTRIES here in Franklin and Simpson County. Our community has always been wonderful at working together to help others, and we hope to make a big impact with this food drive, but we cannot do it alone.
