On the day Suzanne Oakley went missing in 1975, Jean Winfrey was the first to notice. Suzanne and Jean worked together at the Tulsa Metropolitan Area Planning Commission, and when Suzanne was a no-show to work that morning, Jean became concerned.
After calling Suzanne's roommates, Jean rushed to the Tulsa Police Department to file a missing persons report. After being told she needed to wait 24 hours, she went above the desk officer and spoke directly to the assistant to the Chief of Police. Later that night, when she was told Suzanne's body had been found, she was devastated.
