Julian Taylor Bolton
October 28, 1949 – August 4, 2025
Julian Taylor Bolton was born on October 28, 1949, in Memphis, Tennessee, to Alex and Millicent Bolton. In 1958, his parents made the pivotal decision to move from Memphis’ historic Klondike neighborhood to Chicago, Illinois, in search of greater opportunity for their family.
After completing high school in Chicago, Julian returned to Memphis to attend Southwestern College (now Rhodes College), where he earned a Bachelor of Arts in Communication in 1971. He went on to receive a Master of Arts in Theater from Memphis State University in 1973.
In 1976, Julian married the love of his life, Joyce Walker. Together, they were blessed with three children: Julian Taylor Bolton II, Jared Walker Bolton, and Jasmine Bolton West.
Julian began his career in education, serving as a teacher with Memphis City Schools and later as a professor at LeMoyne-Owen College. In 1982, he was elected to the Shelby County Commission, where he served with distinction for 24 years. He held the position of Chairman in 1995 and chaired both the Budget and Legislative Committees during his tenure. After his time on the Commission, he continued his public service as a policy advisor to both the City of Memphis and the Shelby County Board of Commissioners.
Julian pursued a legal career later in life, earning his Juris Doctor from the University of Memphis School of Law and joining the Tennessee Bar in 1992. He served as managing partner of the Memphis branch of the Cochran Law Firm for four years before founding his own solo practice, The Law Office of Julian T. Bolton. He also served as General Counsel for the National Organization of Black County Officials and Special Counsel to the Shelby County Board of Commissioners.
Deeply committed to community service, Julian served on numerous boards, including the Midtown Mental Health Center Board, the National Association of County Officials, and the National Association of Counties. He was honored with the Rhodes College Distinguished Alumni Award in 2009 and received the City of Memphis Exemplary Service Award from Mayor A C Wharton in 2006.
Julian will be remembered as a devoted husband, father, brother, and public servant. A pillar of Memphis’ political and legal communities, his life was marked by integrity, service, and love for his community.
He is survived by his beloved wife of 49 years, Joyce Walker Bolton; his sons, Julian Taylor Bolton II (Monique) and Jared Walker Bolton; his daughter, Jasmine Bolton West (Junior); and his granddaughters, Olivia and Alexis Bolton. He is also survived by his siblings: Leah Cornelius, Mattlyn Turks, Kenneth Bolton, Alex Bolton, and Nedra Bolton Bailey; and his step-sibling, Marion Mauldin. A host of nieces, nephews, cousins, and dear friends also hold his memory close.
He was preceded in death by his parents, Alex and Millicent Bolton.
Julian Taylor Bolton’s legacy of service, compassion, and leadership will endure in the hearts of all who knew him.
