Fatal Traffic Crash on Grand Avenue Over I-94

On Sunday, November 9, 2025, at approximately 8:54 PM, officers from the Gurnee Police Department were dispatched to a report of a traffic crash with injuries on Grand Avenue over Interstate 94.

Preliminary investigation indicates that a 2024 Chevrolet Suburban was traveling westbound on Grand Avenue in the center lane when the driver attempted to change lanes. Due to the winter weather conditions at the time, the vehicle is believed to have struck a patch of ice, causing it to lose control, cross over the center median, and enter the eastbound lanes of traffic.

The Suburban collided head-on with a 2007 Ford Focus traveling eastbound on Grand Avenue. The impact forced the Ford Focus off the roadway and into a ditch.
The driver of the Ford Focus, a 29-year-old female from Evanston, Illinois, was pronounced deceased at the scene. The Lake County Coroner’s Office will release the name following family notification. A 29-year-old female passenger from Waukegan, Illinois, along with her 5-year-old son and 8-month-old daughter, was transported to an area hospital with injuries. Their current conditions are unknown.

The driver and passengers of the Chevrolet Suburban were uninjured. A third vehicle, a Toyota Highlander traveling eastbound on Grand Avenue alongside the Ford Focus, was struck by debris from the collision and sustained a flat tire. The occupants of the Highlander were not injured.

The Major Crash Assistance Team (MCAT) responded to the scene to assist with the investigation. Grand Avenue remained closed until approximately 3:30 PM while investigators processed the scene.

The Gurnee Police Department would like to thank the Lake County Sheriff’s Office Auxiliary Deputy Unit and the Libertyville Police Department for their assistance.

This incident remains under investigation by the Gurnee Police Department and the Major Crash Assistance Team.

Two Arrested in Murder-for-Hire Plot

Lake County Sheriff’s Detectives have arrested two people in connection with the attempt homicide of the victim.

During the investigation, sheriff’s detectives determined a suspicious vehicle was seen slowly driving through the area on November 4, 2025. Sheriff’s detectives reviewed video surveillance from the neighborhood and located a vehicle matching the description of the suspicious vehicle. Sheriff’s detectives obtained the license plate of that vehicle, and utilized the Flock Safety license plate reader network, which confirmed it was also in the area around the time of the shooting.

Lake County Sheriff’s Detectives notified area law enforcement that the vehicle was possibly used in the attempt homicide, including the Mount Pleasant, WI, Police Department, where the registered owner was believed to live. On November 5, 2025, Mount Pleasant Police Department located the owner of the vehicle, Cristian N. Ruval-Cavatorres, 28, of the 1400 block Mount Pleasant, operating a different vehicle. Mount Pleasant Police conducted a traffic stop and took Ruval-Cavatorres into custody.

After speaking with Ruval-Cavatorres, Lake County Sheriff’s Detectives determined Ruval-Cavatorres was responsible for the shooting. They discovered evidence indicating Ruval-Cavatorres was hired by someone to shoot and kill the victim. Sheriff’s detectives conducted a search warrant, where they recovered the firearm believed to have been used in the attempt homicide and a telephone Ruval-Cavatorres likely used to communicate with the person who hired him to commit the murder.

Sheriff’s detectives located the person who hired Ruval-Cavatorres in the 1600 block of Park Avenue, North Chicago, on November 6th around 1:30 p.m. He was taken into custody and currently remains in custody, pending charges.

The Lake County State’s Attorney’s Office approved the following charges against Ruval-Cavatorres:

Attempt First Degree Murder
Aggravated Battery with a Firearm
Aggravated Discharge of a Firearm

Ruval-Cavatorres currently remains held in the Racine County Jail, pending extradition to Lake County.

Sheriff John D. Idleburg said, “Senseless acts of violence have no place in our society. I am extraordinarily proud of the hard work of all our staff involved in this investigation. Our detectives swiftly uncovered a significant amount of evidence that led them to the offender, as well as to identifying and arresting the individual who ordered the shooting. We will continue to hold relentlessly violent offenders accountable.”

The victim remains hospitalized in extremely critical condition.

The Lake County Sheriff’s Office thanks Mount Pleasant Police Department for their assistance.

All defendants are presumed innocent unless proven guilty in a court of law.

Beach Park Shooting Investigation (issued 11/5/25)

Lake County Sheriff’s Detectives are investigating a shooting that occurred in Beach Park this morning.

On November 5, 2025, at approximately 5:45 a.m., Lake County Sheriff’s Deputies learned from Waukegan Police Department that a gunshot victim was driven to Vista East Medical Center. Waukegan Police learned the victim, a 46-year-old man of Beach Park, was shot just outside of his residence in the 38400 block of North Sheridan Road, Beach Park. The victim was flown from Vista East Medical Center to a Level-1 Trauma Center.

Lake County Sheriff’s Deputies and Detectives responded. Based on a preliminary investigation, sheriff’s detectives believe the victim was shot while seated inside his vehicle, while warming up his vehicle, prior to going to work at approximately 5:20 a.m. After being shot, a relative of the man drove him to the hospital for help.

Based on investigative leads, sheriff’s detectives believe this was a targeted shooting.

Sustainability reminder, the Warren Township High School O’Plaine Campus has a clothing and textile recycling bin! Made possible by the Mother Earth Concerned Student Group, it is located at 500 N O'Plaine Rd. in the North parking lot at the NW corner. This bin is there to make it easy for students, staff, and the entire community to recycle used textiles responsibly. Here are some important things to remember:

•Clean, dry clothing and textiles will be accepted. Secure in a plastic bag before placing in the bin.
•Acceptable items include clothing, accessories such as purses, belts, ties, hats and scarves and textiles such as linens, washcloths and more.
•ITEMS NOT ACCEPTED: pillows, cushions, rugs, fabric scraps, or wet/dirty items.
