Film Hamilton was born out of a dream to bring film production to our city. Our founders thought by making it easy for producers to scout locations, get crew and extras and providing access to ancillary services like hospitality, make-up, hair and catering we could make Hamilton attractive to industry professionals. And it worked. Over the past seven years we’ve been home to more than a dozen productions..and they keep coming. We know Hamilton is an amazing place with unique locations and architecture and Hollywood has discovered this gem. We are excited as we continue to promote our city and keep the films rolling in.
Impact of film
Motion Picture Association of America reports the film and television industry is comprised of more than 94,000 businesses in total, located in every state in the country. These are mainly small businesses; 85% employ fewer than 10 people. In Ohio the film industry directly employs more than 11,000 people and pays $442 million in wages each year. Across Ohio, more than 1,200 companies contribute to production for films.
It is difficult to quantify the exact economic impact of local film to local businesses. Reports range from 50 cent on the dollar to over $4 for every $1 spent. Factors such as residual impact, length of stay, size of production crew, number of visitors to view filming, etc. all impact this number. In a report produced by the Berkshire Film and Media Collaborative, film making was thought to have a minimum 1.63 total output multiplier effect: that is, for every $1 spent to film, $.63 is spent by the production on other business transactions. This doesn’t account for non-production expenses which includes monies spent locally and independently by film crews and visitors. Crews and film observers eat at our restaurants, shop at our stores and use local services. We estimate the local impact to be more like 2.26 total output multiplier effect: that is, for every $1 spent to film, $1.26 is spent on other business transactions.
Film is a business.
We love when the “lights, camera, action” is here. Celebrities roaming the streets and posing for a photos with locals is exciting. Robert Redford? James Franco? Anne Hathaway? Who would have ever thought? Wow! As exciting as the film industry is when a production is in full swing, we know that ultimately film is a business. If it doesn’t make economic sense it isn’t going to happen. Film Hamilton keeps this in mind as we help scout locations, liaise with local businesses to house, feed and otherwise work with productions. When they need extras we hop on it quickly. Two things to remember: (1)Time is money. Film Hamilton moves nimbly and quickly to avoid all unnecessary time delays. When a celebrity in on the payroll every delay literally costs thousands of dollars. It’s important that the process be seamless and efficient. (2) Tax credit is key. The Ohio Motion Picture Tax Credit (OMPTC) was created in 2009 to encourage and develop a film industry in Ohio. And it’s worked! The program provides a refundable, transferable tax credit to productions -- up to 30 percent on production cast and crew wages, as well as other eligible in-state spending. To be eligible, a production must spend at least $300,000 in Ohio. Only certain productions are eligible, such as feature-length films, documentaries, long-form specials, miniseries, series and interstitial television programming, interactive web sites, music videos, and television commercials. Productions not eligible include any television program created primarily as news, weather, or financial market reports, sporting events, awards show or any production for which records are required to be maintained under 18 U.S.C. 2257 with respect to sexually explicit content.
