The Mississippi Department of Public Safety NIBRS Division welcomed the Jones County Sheriff’s Department (JCSD) on Tuesday, July 16, 2025, as one of its newest NIBRS certified law enforcement agencies to begin submitting crime data to the UCR Program through the National Incident-Based Reporting System (NIBRS).
According to the Federal Bureau of Investigation (FBI), the law enforcement agencies submitting NIBRS data are playing a crucial role in building a more accurate picture of crime in the nation. NIBRS’ expanded baseline provides more in-depth, thorough statistics for use in public safety than historic summary data. The more robust NIBRS data will help law enforcement officials, county leaders, and municipal leaders better allocate resources to prevent and combat crime in their jurisdictions.
Jones County Sheriff Joe Berlin made a commitment in 2020 following his election to provide crime data to the FBI via NIBRS. The conversion from providing UCR summary data to NIBRS detailed data involved a major commitment of time, training, records management system coordination, and implementation.
JCSD Captain JD Carter was assigned responsibility for the NIBRS certification and has worked diligently with stakeholders, including records management system software provider Caliber Public Safety and the Mississippi Criminal Information Center, to achieve the NIBRS certification.
As a longtime participant in the FBI’s UCR Program, JCSD joins thousands of other law enforcement agencies opting to collect more detailed NIBRS data.
“The transition to NIBRS has been a lengthy, detailed, and challenging process,” notes Jones County Sheriff Joe Berlin.
Sheriff Berlin concludes, “However, under Captain JD Carter’s leadership and with the outstanding assistance provided by Mississippi NIBRS Director Robin Layton and her team, we have accomplished NIBRS certification and now join law enforcement agencies around the country in providing detailed crime data to the FBI. Crime prevention and response to criminal incidents will be enhanced as a result of the detailed crime data that will now be available through NIBRS.”
