Federal immigration agents were conducting an operation in Biddeford, Maine, on July 13 when 26-year-old Joan Sebastian Guerrero, a Colombian national, was fatally shot.

According to the Department of Homeland Security, agents were searching for someone with a final deportation order.

Officials later confirmed Guerrero was not the person they were originally looking for.

DHS says agents attempted to stop Guerrero's vehicle, claiming he tried to flee and that an agent fired because they believed the vehicle posed an immediate threat.

Witnesses, however, dispute that account. Several say unmarked vehicles surrounded or struck Guerrero's car before shots were fired and question whether he posed a deadly threat.

The incident has sparked national outrage because:
