🚨 OBN Addresses Hazards from Abandoned Ma*****na Operations
The Oklahoma Bureau of Narcotics presented findings this week before the Oklahoma House of Representatives on safety and environmental hazards linked to abandoned ma*****na operations. Photos and evidence from investigations showed dangerous conditions including illegal chemicals, raw sewage pits, unsecured trash, and contaminated water sources. The study was hosted by the House Alcohol, To***co, and Controlled Substances Committee, which is exploring ways to reduce the environmental impact of these sites.

💜 Domestic Violence Awareness Month
Rebecca Villa Winsett with the Kiowa County Health Department reminds everyone that October is Domestic Violence Awareness Month. The department participated in Wear Purple Day to show support for survivors and raise awareness.

🚨 Fatal Crash Near Gotebo
A young driver from Lokeeba was killed early this morning in a crash involving a car and a truck at 6:49 a.m. on State Highway 54, 3.8 miles south of Gotebo.
Gary R. Courtney, age 20, died of his injuries. The truck driver, Luis A. Silva, age 23, of Dover, Oklahoma, was injured. Details of the accident have not yet been released. Officials say Silva was wearing a seat belt; Courtney was not.

🏛️ Hobart City Administration Meetings
The Hobart City Council met Tuesday evening.
Council members tabled discussion on amending the city’s fencing ordinance due to conflicting wording about fence height limits. City Attorney Tom Talley will review the matter for future consideration.

The council also tabled revisions to park and lake regulations, including fishing hours and alcohol use at Hunter Park. It was suggested fishing be allowed at all hours.

Plans for the annual strategic planning session were postponed until public input is received in November, with final discussion scheduled for December.

The Parks and Recreation Board reported on progress at city parks, including trail improvements at Hunter Park. City Manager Ashley Slaughterback noted that additional oil and chip layers will be applied next week.

In citizen discussions, requests included restrooms and security cameras at Biggers Park, water repairs due to vandalism, and lighting for the skate park and tennis courts.

City Manager Slaughterback reported that last week’s power outage, caused by a squirrel interfering with electrical systems, temporarily affected 911 dispatch. An additional eight-battery backup system costing $2,230 will be purchased.

🐿️ Public Works Authority
The Hobart Public Works Authority approved a $94,002.50 payment to JAM Construction for work on the Jefferson Street waterline replacement project, now 95% complete. A $15,640 change order was also approved.

Final adjustments were made to the Hunter Lake Rehabilitation Project, reducing the contract total to $2,598,945, contingent on OWRB approval. Final payment of $143,271 to Hook Construction was approved, with the project now entering its maintenance period.

Work continues on the Hobart Water Improvement Project, with storage towers in service, the Rocky Lake spillway 99% complete, and interior waterproofing awaiting completion at the intake structure.

⛳ Recreation Authority Update
Golf Course Manager Brian Baker reported 90 members and 754 rounds of golf in September. The ballroom is available for event rentals, and a coffee shop is opening soon. Halloween events are planned for October 30th at the course and ballroom area.

📚 Carnegie Bond Election
Carnegie School District voters approved a $4 million bond for facility and transportation improvements. The measure passed with 215 votes (70.03%) in favor and 92 votes (29.97%) opposed.

💧 Lake Altus-Lugert Report
The lake level stands at 1536.4 feet, down one inch from last week and 22.58 feet below normal, with the conservation pool 25.07% full.

🏫 Hobart Board of Education
The Hobart Board of Education held a special meeting Monday evening.
The board approved action to terminate its agreement with Secondary Rhodes, LLC, effective October 13, 2025. Rhodes, a roofing consultant, has agreed to return all money and fees previously paid.

Superintendent Natika Peterson presented updates on Strategic Facilities and Capital Improvement Plans, which included completed and planned projects across district buildings—such as improvements to doors, locks, painting, storage facilities, tables and chairs, curb appeal upgrades, and gym repairs. Long-term needs such as a new auditorium and a safe room for the elementary school were also discussed.

The board entered executive session to discuss potential real estate purchases. Returning to open session, the board authorized Superintendent Peterson to negotiate the purchase of property; no details were disclosed.

Proposition 2: Purchase new student transportation equipment.
The district includes portions of eastern Kiowa and Wash*ta Counties.

Betty L. Baumer, 92, of Carnegie, passed away October 10. Services are pending with Ray and Martha’s Funeral Home, Carnegie.

Augustine Donald Marshall, infant son of Jerian Marshall and Makayla Buffalohead of Carnegie, passed away October 9. He is survived by his brother Jayden Marshall.
Services will be Thursday, October 16 at 10:30 a.m. at Ray and Martha’s Funeral Home, Carnegie, with burial at Cedar Creek Cemetery.

Jasper Newton Eskew Jr., 77, of El Reno, formerly of Carnegie, passed away October 10. A 1966 graduate of Carnegie High School, he worked many years as a butcher for Homeland Stores.
Visitation will be Wednesday, October 15, from 1–8 p.m. at Ray and Martha’s Funeral Home, Carnegie. Services will be Thursday, October 16 at 3 p.m., with burial at Carnegie Cemetery.

📋 Hobart Board of Education Meeting
The Hobart Board of Education will hold a special meeting today, Monday, October 13th, at 5 p.m. in the Superintendent's Office.
Agenda items include:
• Action to terminate agreement with Secondary Rhodes, LLC effective October 13, 2025
• A presentation by Superintendent Peterson on Strategic Facilities/Capital Improvement Plans
• Discussion and possible executive session regarding the purchase of real property under 25 O.S. 307(B)(3)
Upon returning to open session, the board will consider authorizing the Superintendent to negotiate the purchase of real property.

🚓 Cordell Man Injured in Motorcycle Crash
Dustin H. Biggers, 41, of Cordell, was injured Friday, October 10th, when his motorcycle crashed on Highway 58, two miles south of Alfalfa in Caddo County. The Oklahoma Highway Patrol says Biggers lost control of the motorcycle, which overturned on its right side.

🚨 Altus Man Arrested for Drug Trafficking
Juan Reyes of Altus has been arrested and charged in Jackson County for possessing methamphetamine with intent to distribute, maintaining a place for drug activity, and possession of a sawed-off rifle.
Authorities allege that during an October 2nd search of his home, officers found Reyes hiding under a bed, along with drug paraphernalia, a short-barreled rifle, and baggies containing a crystal-like substance. Reyes faces up to 12 years in jail and $31,000 in fines.

🗳️ Kiowa County Election Board Training Completed
Election Board officials and staff in Kiowa County recently completed their biennial training program, held September 29–October 1, and sponsored by the Oklahoma State Election Board. The training ensures uniformity and accuracy in the administration of election laws statewide.

🏫 Carnegie School Bond Election Tuesday
Carnegie voters will head to the polls Tuesday, October 14th, to decide on two school bond propositions totaling just over $4 million:
• Proposition No. 1: Construction of a new wellness center and purchase of additional school furniture and equipment.
• Proposition No. 2: Purchase of new student transportation equipment.
The district includes portions of eastern Kiowa and Wash*ta Counties.

🧼 Family Resource Centers Donation Drive
Family Resource Centers in Altus and Hobart are collecting cleaning and hygiene supplies this October and November to support local families.
Items needed include toilet paper, paper towels, disinfectant, detergent, shampoo, deodorant, and more.

🌸 Obituaries

Gayla Kathleen Hite, 76, of Burns Flat, passed away October 8th in Edmond. She grew up in Cold Springs and graduated from Roosevelt High School in 1967, later earning an education degree from SWOSU. She taught in Burns Flat for 39 years and married Steven Hite in 1978. She is survived by her daughter, Shawna Jackson of Edmond.
Services: 10 a.m. Monday, October 13th, at Cumberland Presbyterian Church, Burns Flat, with burial at North Burns Cemetery. Arrangements by Whinery Funeral Home of Elk City.

Flavious Ned Richardson, 92, of Hobart, passed away October 5th. A retired Hobart math teacher, he served in the U.S. Army from 1954–1957 and the Reserves until 1963. He earned degrees from Central State College and the University of Oklahoma. He was named Kiowa County Teacher of the Year in 1967 and was the first inductee into the Kiowa County Teachers Hall of Fame in 2011.
He is survived by his wife, Lorene, son Dr. J.J. Richardson of Oklahoma City, and grandchildren.
Services: 2 p.m. Monday, October 13th, at First Baptist Church, Hobart, with burial at Hobart Rose Cemetery under the direction of Ray and Martha’s Funeral Home.
