• 𝗟𝗼𝘄 𝗿𝗶𝘀𝗸, 𝗵𝗶𝗴𝗵 𝗿𝗲𝘁𝘂𝗿𝗻𝘀: Brazil (concession contracts) and the United States stand out with sub-$40/bbl breakeven prices and government take below 50%, supporting strong investor appeal.
• 𝗟𝗼𝘄 𝗿𝗶𝘀𝗸, 𝗺𝗼𝗱𝗲𝗿𝗮𝘁𝗲 𝗿𝗲𝘁𝘂𝗿𝗻𝘀: Norway’s 78% marginal tax, paired with immediate expensing for special petroleum tax, keeps breakeven prices competitive while moderating returns.
• 𝗛𝗶𝗴𝗵𝗲𝗿 𝗿𝗶𝘀𝗸, 𝗹𝗼𝘄𝗲𝗿 𝗿𝗲𝘁𝘂𝗿𝗻𝘀: Nigeria’s front-loaded fiscal regime structure pushes new deepwater projects toward medium to high breakeven prices.

Lower government take-along with lower breakeven prices typically boost investor appeal, but fiscal stability, cost sensitivity and price sensitivity can materially shift the fiscal attractiveness rankings.

In this report, we introduce the Fiscal Attractiveness Index (FAI), a scoring framework that provides a multidimensional view of fiscal competitiveness from an investor's perspective.
