The National Hurricane Center gives it only a 10% chance of developing into a tropical depression, but that tropical moisture can still bring locally heavy rainfall—especially along the coast and in low-lying areas.

A Marginal Risk (level 1 of 4) for excessive rainfall has been expanded across all of SE Texas, meaning minor flooding is possible where storms linger.
