“It was all over money…imaginary money!” Those were the words of victim Jonathan Carter’s mother, Cindy Wood.
The format for the awaited sequel to ‘Terror on Highway 59’ has been laid out by GREG CAPERS’ seditious henchmen. A years’ long terroristic rampage against the peace and dignity of the State of Texas has been methodically deployed against a rural county’s citizens.
The harrowing details of the second San Jacinto County murder cover-up will lead readers to believe that SJCSO, its elected officials, and public servants orchestrated and preserved this homicide. The planned ex*****on of Jonathan Carter was a continuation of out-of-control, department-bred, organized crime. Rumors suggest that close to a dozen people ‘committed su***de’ in San Jacinto County surrounding the two week time period when Jonathan Carter died predicates deeper suspicions.
Jonathan Carter was found dead on March 4th, 2016, lying face-down on the ground on an adjacent property to his family’s Coldspring residence. A 1/4” thick, three-strand, single braided, cotton rope was used to hang the 34-year-old-man. The Minimum Breaking Strength (MBS) of such a rope is roughly 400-500 lbs. Its Working Load Limit (WLL) ranges from 74 to 370 lbs. Jonathan weighed 183 lbs. at the time of his death.
A portion of the rope was still tied to the tree branch. The noose portion remained intact around Jonathan’s neck. The ‘hanged man’s knot’ had been secured with a specific tape herein known as the ‘owl tape’. Due to the position of Jonathan’s body it was, at first, undetectable (by family) that his hands had been zip-tied to his belt.
Jonathan was described as sarcastic, confident and a genuinely peaceful homebody. He was a quiet soul who was close to his sister and niece. The Carter boy, who suffered ADD/ADHD was also an insomniac who required Benadryl for sleep. But Jonathan never used illegal drugs, not even for recreational purposes. His postmortem toxicology report confirmed this. He always made his whereabouts known to his family.
Contact had already been made with then SJCSO Precinct #3 Constable SAM HOUSTON while searches were ongoing. CINDY WOOD had told HOUSTON in an earlier conversation of her distrust with SJCSO…for very good reasons.
By happenstance, Jonathan’s sister, Jennifer Wright, stumbled upon HOUSTON while conducting a search for her brother. Jennifer stated that HOUSTON said, “Someone had seen Jonathan at the Valero next to the post office in Cleveland.” HOUSTON also suggested making a missing person’s report to SJCSO. If this was the case, why wasn’t this information conveyed to Jonathan’s mother immediately? If this was true, why would SAM HOUSTON advise the family to make a missing person report? Former SJCSO Lieutenant Mike Flynt said he’s caught HOUSTON in a nest of lies during his short career at SJCSO.
The Sheriff’s Office did open a case 12 hours into the disappearance of Jonathan. However, the young man’s phone/gaming device and ci******es remained at the unlocked house. He wouldn’t have left without those items or without locking doors.
The very first responder to the crime scene was also Constable SAM HOUSTON. Constable HOUSTON remained alone with deceased Jonathan Carter, waiting for EMS and backup. Yet, he never taped off/secured the crime scene. This was just one of many anomalies tied to the SJCSO and Carter/Wood debacles. A secured crime scene prevents tampering with evidence.
Prior to Jonathan Carter’s tragic death, his mother, their family, and employees had been operating three illegal game rooms, one in Point Blank, another in Shepherd, and one in Liberty County, Texas. REBEKAH BEBEE, a game room manager, turned informant in August of 2015 following her (circa) May 21st, 2015, arrest at the Pointblank game room bust. Between eight and ten employees were arrested that day. Cindy Wood was arrested in Cleveland at her ex-husband’s car lot. She was charged under Texas Penal Codes 47.02, 47.04, and 47.06, gambling statutes. Wood was later re-arrested on November 1, 2015, after having shut the entire operation down upon the Pointblank sting.
BEBEE was more than just a cowardly informant. While ratting out Cindy, she became s*xually involved with then San Jacinto County CID Investigator RONNIE ALEXANDER, a married man. The extreme conflict-of-interest was later conveyed to District Attorney ROBERT H. TRAPP by Deputy Lieutenant Mike Flynt, who later became a victimized whistleblower.
In the GREG CAPERS deposition, Sheriff GREG CAPERS adamantly denied sparking the arrest of Mike Flynt (for retribution) (Capers Dep. 64-66). However, the timeline of the warrant for arrest of Flynt speaks of different circumstances. The attack on Flynt correlates with his reporting of BEBEE and ALEXANDER’s inappropriate relationship and the evidence room squalor. Sheriff CAPERS testified in the deposition, beginning on page 102, about Flynt making CAPERS aware of evidence violations and legal issues (Capers Dep. 102). In short, Flynt notified both CAPERS and D.A. TRAPP of the BEBEE-ALEXANDER quagmire with no formal action taken.
The same lack of accountability came for John Wayne Dodge. He also was murdered in San Jacinto County. Jen Jones, the sister of murdered John Wayne and advocate for other victims believes TRAPP’s and CAPER’s negligence have proved to be intentional obstructions of justice. Both men failed to protect society through application of the law. Jones, who runs the Justice for JOHN WAYNE page on Facebook is outraged. In Jones’ words, “No family should have to become its own investigator. When circumstances raise difficult questions, those questions deserve to be answered through complete investigations. My frustration comes from seeing families repeatedly feel like they’re fighting for basic accountability instead of being able to focus on grieving.

In April or May of 2016, at the final court proceeding for the gambling charges, Cindy mentioned to D.A. TRAPP about the BEBEE-ALEXANDER relationship. All TRAPP did was nod his head. However, he proceeded with the prosecution to which Cindy took a plea deal. At the time Cindy was financially unstable. She represented herself.
By TRAPP's knowledge of the risky relationship and by having failed to have the charges dismissed based on exculpatory and mitigating evidence, ROBERT TRAPP created serious legal and ethical issues for himself. Under the Texas Code of Criminal Procedure Art. 3.14, TRAPP committed Michael Morton Act violations. His duty was to see justice served. Rather, D.A. TRAPP played a sick lawfare game against Ms. Wood.
However, by the end, San Jacinto County was writing a check to Cindy for misplaced seized items. The check amount surpassed her restitution owed. This shows irresponsibility and fraud through misused taxpayer funds. The county was also in a ‘save your ass’ mode with Jonathan’s murder on their bleak consciences. Culprits were, in a roundabout way, trying to pay Cindy off.
ROBERT H. TRAPP, the now Presiding Judge of the Second Administrative Region of Texas, was appointed by Governor GREG ABBOTT in 2022. TRAPP attempted to offset the damages of murdered Jonathan. Cindy Wood was told by TRAPP that he could take the case before the grand jury. Obviously TRAPP was buying time and playing on Ms. Wood’s emotions. A suspect had never been identified. How would he present such a case? Over and over, ROBERT H. TRAPP has proved to be a menacing piece of s**t.
Despite TRAPP’s knowledge of the paramours, ALEXANDER was never reprimanded or, more appropriately, arrested under Texas Penal Code 39.03, 39.04. or for BRIBERY under 36.02. The hanky-panky would have justified charges be filed for ‘Misconduct’ under Art. 3.04, of the Texas Code of Criminal Procedure. Worse yet, CAPERS simply told ALEXANDER, his close fishing buddy, “take that s**t off Facebook.”
The lascivious relationship posed severe civil rights violations. And the new couple’s pictures in Dubai and Las Vegas looked suspicious as RONNIE is said to have always been ‘broke’ (see evidence). On page 111 of the deposition, CAPERS denies knowledge of RONNIE using a county credit card to fund the lavish vacations (Capers Dep. 111).
Prior to RONNIE ALEXANDER cheating on his wife for home wrecker BEBEE, and during the course of the investigation, BEBEE conjured up a fictitious rumor. BEBEE told ALEXANDER that Cindy Wood had amassed $3 M USD from the surreptitious gambling operations. And it was that lie that led to a months-long San Jacinto County Sheriff’s Office stalking and besiegement of the Wood family and the horrific death of Cindy’s only son, Jonathan.
“RONNIE ALEXANDER, one of many gypsy cops”, as stated by Mike Flynt, is a “s**t starter”. According to Flynt, “RONNIE thrives on chaos” and stays in a department long enough to finagle case investigations that could lead to illegal self-gain and benefit. His reports are said to appear ‘on-point’ where investigative leads could amount to substantial arrests and then…poof! The cases dry up. When supervisory suspicions begin to emerge, RONNIE ALEXANDER, just like his backstabbing new wife, tucks tail and moves on.
In support of this, Mike Flynt says he was contacted by an attorney related to a Newton County, Texas incident. The similar case backdrop involved ALEXANDER and another game room bust with missing money and questionable case outcomes years after ALEXANDER’s SJCSO employment. The investigation into ALEXANDER must not have proceeded as RONNIE left the Newton County Sheriff’s Office and Flynt was not contacted again.
RONNIE ALEXANDER’s job jumping pattern is undeniable as noted by his 20 plus career moves in TCOLE records that span from 9/2016 through 2026 (see evidence). He left SJCSO in 2017 and went to work for Harris County Constable Precinct 6. According to ALEXANDER’s Facebook profile as of July 3, 2026, ALEXANDER is said to be working in Precinct 4 of the Harris County Constable’s Office.
The first game room bust that included Cindy Wood in May of 2015 was achieved through a multi-agency task force. Cindy’s sister, Rita, was also arrested that day. Rita told Cindy that the state’s provided receipt was short $10,000.00 from cash seized from her residence. Rita’s husband’s retirement account was also frozen. Responding law enforcement recovered $30K from Cindy which was short of $1200.00 from a spare change can of coins. All the while, officers were touting that this was the biggest “illegal gambling bust in Texas history.”
Additional items seized from Rita were a Corvette, a boat, and a four wheeler. The car was eventually returned. However, the luxury items were not visible at the county’s seizure lot. And they weren't returned. What’s more peculiar about the raided sister's homes is that everyday citizens were involved on the scene. If SJCSO wasn't involved in the free-for-all 'take what you want', average everyday Joes may be culpable, too.
Weirdly enough, the May 15th, 2015, served warrant came with a d***o used as a paperweight. Cindy’s extra merchandise from her adult novelty sales parties was ransacked. Deputies took vi*****rs (likely for their own inner office pe***ng sessions). These were more seized items irrelevant to the warrant/charges.
On Cindy’s second arrest, SJCSO ripped through her house. Deputies knocked ceiling panels out and pulled paneling sheets off the wall looking for fairytale cash. BEBEE’s lies had grown a conspiracy of dread for Cindy and her family.
When Mike Flynt was hired in 2017, after CAPERS sought his expertise, he was assigned to clean-up the evidence room. This is when all Hell broke loose. Evidence storage violations were being directly reported to CAPERS. Findings did not align with the Texas Code of Criminal Procedure or SOP’s designed to maintain and preserve evidence integrity. Seized items were improperly tagged, not tagged, short on count, or otherwise missing. The evidence storage was so deplorable that an outside consulting firm was hired to help. In relation to the Wood game rooms, Flynt believed that task force responding officers acted outside the scope of their professional duties. SJCSO and arresting agencies collected items unrelated to the crimes and not specific to the warrants. Evidence seizure is governed by the Texas Code of Criminal Procedure. Applicable seizures should relate to 1.) the fruit of the crime or 2.) the proceeds of the crime.
Yet, Flynt came across bags of potato chips and cokes tied to the game room busts. Rats had chewed through most of it. Cindy’s other daughter, Steffani, had silver bars that were unaccounted for in the evidence room. What stands out the most is the $2.4M USD that was to have been present from multiple game room busts and other arrests. However, only $184K USD was located. SJCSO suddenly had bigger issues that were being brought to light by Flynt. And Flynt, was about to become another sacrificial lamb for exposing the criminal underworld’s secrets.
After Cindy’s first arrest, ALEXANDER announced to her that “the whole family would be arrested for organized crime” (Texas Penal Code 71.02). And that’s exactly what happened on November 1, 2015. Cindy’s other sister, Cheryl, Cindy’s ex-husband Robert Brown, Jonathan, and Cindy’s daughter were arrested for organized crime with Cindy bonding out first. The charges were later dismissed.
According to Mike Flynt, he stated, “TRAPP had to dismiss the cases because the evidence wouldn’t stand up in court.” But it was during the November arrest that Investigator RONNIE ALEXANDER said to Cindy’s vendor, Brenda, “Cindy Wood has $3M USD and we are going to find it!” ALEXANDER warned Brenda not to contact Wood again.
While being questioned, Cindy made RONNIE ALEXANDER mad as Hell after she demanded a lawyer. ALEXANDER then asked another question. She said “I just lawyered up. Do you really think I’m going to answer that?” For this remark Cindy was sent to a solitary confinement cell. RONNIE ALEXANDER looked at her like he wanted her dead. CINDY knew that ‘death stare’. “If looks could kill”, she said.
Between October of 2015 and February of 2016, the time frame before the second arrest and prior to Jonathan’s death, a series of hair-raising events had taken place. On Tuesday, October 6th, Cindy retrieved her US postal mail where an unaddressed pornographic magazine was found in between letters. The post office told her they didn’t deliver it.
On the November 1st, 2015 arrest, SJCSO took Cindy’s phone and refused to return it. When she purchased a replacement, she received a pornographic picture on her new phone that was undeletable by both her and her cellular provider. Verizon said it came from an unknown origin.
Another sweet, loving caveat that was conveyed on November 1st by SJCSO was the post it note placed on Cindy’s counter. A 9 MM bullet was left on top of a paper with the name ‘Jesse’ on it. The single standing bullet placed as a calling card spoke volumes.
And in February of 2016, while the house was unoccupied, someone entered the Wood residence, unauthorized. Books stored near an entryway shelf had been toppled over and scattered on the floor. Cindy and family were being sent clear ‘gangstalking’ messages.
Worse yet, SJCSO Deputies had been doing slow regular roll-bys at the Wood residence beginning November 10th, 2015. The vulture-like kettling showed SJCSO vehicles passing past the house 10 or more times, every day, during the day and at night, sometimes in trucks and often in cars. After Jonathan’s March 3rd death, lo and behold, the stalking ended!
When Jonathan was found, Cindy sent SAM HOUSTON a text, “we found the body”. Sam’s only response was “God be with ya”. Cindy felt she had trust for HOUSTON compared to other officers. Her feelings soon changed.
When Constable HOUSTON arrived at the scene, he was witnessed with wire cutters in his back pocket by Jennifer, Jonathan’s sister. Per Jennifer Wright, SAM HOUSTON proceeded to cut a barbed-wire fence to access Jonathan’s body. Yet, HOUSTON hadn’t been told by Jonathan’s family that the body was inaccessible due to a pasture fence that separated the Wood’s acreage homestead and the crime scene. How did the now SJCSO Sheriff know to bring wire cutters? HOUSTON also conveniently blamed the family for cutting the fence. Despite HOUSTON’s undeniable presence, he also never submitted a case file report, either.
JOE SCHULTEA, now deceased, was the former Chief Deputy of SJCSO from 2014-2017. At the murder scene, SCHULTEA spouted off to Cindy, “It’s not every day you see someone who hanged himself with their hands zip-tied.” At that moment, Jonathan hadn’t been turned over, yet. So how would he have been aware of the body's condition? Later, CLENNENDEN and SCHULTEA did turn the body over. SCHULTEA also told Ranger CLENNENDEN that, “they just got busted for organized crime.” SCHULTEA’s words were set to cloud the Ranger’s judgement. (It certainly didn’t take much.)
Yet SCHULTEA’s own son was alleged to have r**ed three women in the San Jacinto area. He was only charged with one r**e. On the day the younger SCHULTEA’s case was dismissed for lack of evidence, CAPERS was seen hugging the SCHULTEA boy in court.
Other crime scene area findings and spoliated evidence cannot be dismissed:
1. The excess remaining cotton rope used to hang Jonathan Carter was never recovered. This product was derived from the Wood residence.
2. Neither the remaining roll nor an empty tube roll of ‘the owl tape’ was ever recovered at the Wood house or at the crime scene. The tape had been wrapped around the noose as an additional securement. This product was derived from the Wood residence and purchased before the second arrest.
3. If Jonathan left the house, he’d habitually lock it. The house was unlocked on March 3rd, 2016.
4. No su***de note was ever found.
5. A machete, believed to have been used to clear the area where Jonathan was hanged, was returned to Cindy despite its evidential value and having not been tested for fingerprints like the owl tape. This should have been a priority.
6. Jonathan Carter’s hands were zip-tied to his belt.
7. Texas Ranger Lieutenant RYAN CLENDENNEN stated the ‘owl tape’ would be unreliable for fingerprints, a false claim.
8. Texas Ranger RYAN CLENDENNEN suggested Jonathan attempted an act of ‘autoerotic asphyxiation aka asphyxiaphilia whereby restricted blood flow to the brain during the course of ma********on or s*x produces heightened s*xual excitement and or**sm intensity. However, Jonathan’s hands were secured to his belt, his belt and pants were not undone, and his genitalia were not exposed.
9. Texas Ranger Lieutenant RYAN CLENDENNEN ruled the case a su***de thereby terminating any further investigation.
10. Jonathan Carter had been moved feet from the area where he was hanged.
11. The rope had been cut, thereby allowing the repositioning to have occuredr.
Mike Flynt played devil’s advocate. He mentioned that trained, career, law enforcement know that crooks sometimes perform a ‘rip.’ That’s what it’s called when bad guys show up, capture, bind, and torture an individual when seeking drugs, cash, etc. It’s a rough ‘em up technique used to bring about a confession.
The co-offending network keeping Jonathan’s homicide unresolved is cliquish. GREG CAPERS, who served as the San Jacinto County Sheriff from 2015-2024, was tight with RONNIE ALEXANDER. In CAPERS' deposition on page 118-123, the complications of the BEBEE and ALEXANDER relationship are further dissected by Flynt’s attorneys (Capers Dep. 118-123). ALEXANDER was said to be CAPERS go-to guy, handling any dirty business that needed to be fixed.
As for CAPERS and HOUSTON’s friendship, Sheriff HOUSTON has been leery of speaking about it. But some of his vacillations have been recorded. Despite the friendship, CAPERS was livid when he was ousted as sheriff. According to one individual, evidence and voter fraud complaints were submitted to Attorney General KEN PAXTON’s Office regarding the 2024 San Jacinto Sheriff election.
Although the alleged election fraud investigation has never come to fruition, HOUSTON is thought to remain in power as a means to suppress CAPERS’ terror campaigns and quell the public. Partially evidenced by this are HOUSTON’s incessant, chickens**t, weekly, Ai generated memes in support of SJCSO.
Mostly low end arrest announcements aimed to seek community support for the department are gilding a bygone era of atrocities. The propaganda playbook appears to have been borrowed from Trinity County Sheriff WOODY WALLACE. According to Cindy Wood, she believes, “SAM HOUSTON is a pawn. He’s taking the path of least resistance.”
What HOUSTON has failed to do is summon Texas Rangers outside of the 250 mile radius as recommended by Nick Hernandez of the LION Institute. Previous mentions of this were prefaced in the below linked articles. HOUSTON was also sent Certified Mail containing a copy of the LION Institute Report and a ‘DEMAND FOR ACTION’ letter on June 12, 2026, thereby removing his plausible deniability in the matters.
RONNIE ALEXANDER’s penned book, ‘Blood, Sweat, and Fears!’, outlines his experiences in Sangin, Afghanistan. As a trained killing machine ‘3/7 Marine’, RONNIE hunted down Taliban. It suffices to say that ALEXANDER (and other deputies), in the case of murdered Jonathan Carter, hunted him down, too.
Were RONNIE’s fantasies of wooing his new w***e made possible from her own lies? Or did REBEKA BEBEE just fib and sleep with RONNIE as a means to buy grace and escape legal consequences? Undoubtedly, RONNIE ALEXANDER knows that a marriage partner cannot be called to testify against their spouse in Texas. So, the relationship had mutual benefits.
What’s now been described as a toxic marriage will be tested even further as this article is disseminated. REBEKA BEBEE could be in danger. Living with an unscrupulous, short-fused, trained killer with a non-civilian jar head mentality should be motivation for filing for divorce. What faces all the co-conspirators are public shame and mockery for their devastation.
Subsequently, neither Cindy Wood nor Jennifer Wright ever mentioned any other adversarial parties or spiteful individuals during the course of their interviews…only the San Jacinto County Sheriff’s Office. Cindy acknowledged that her family didn’t have enemies. Her generosity kept her in good standing with the community.
In short, on March 3, 2016,. Jonathan couldn’t be left as a witness, so it was staged as a su***de. Except his hands were bound to his belt. And the cotton rope used to hang him had been cut. Jonathan was taken far enough away from the house in case Cindy returned home early. And no investigating law enforcement agency gave a damn.
The worthless Texas Rangers, once again, fall short in the public eye. Thwarted or incomplete investigations lacking arrests are one of the modus operandi Rangers embrace. CLENNENDAN, often called ‘the broom’ pointed to su***de without testing evidence.
Despite San Jacinto citizens being ravaged, Jen Jones bravely advocates for Justice for Jonathan Carter. She stated, “My frustration comes from watching family after family forced to fight for the accountability they believe should have existed from the beginning. Instead of being allowed to grieve, they’re left chasing records, collecting evidence, and asking the questions they feel investigators should have asked."
"From my perspective the change to Sheriff HOUSTON’s leadership has not brought the transparency or accountability many families hoped for. I believe the focus has been on moving forward rather than fully examining unresolved cases and allegations from the CAPERS administration. Families deserve answers about those years of unanswered questions or games", stated Jones.
