Hutto Fire Rescue/Williamson County Emergency Services District #3 has reached a historic milestone with the approval of the districtโs first-ever collective bargaining agreement. The agreement was officially signed at the ESD's Board of Commissioners meeting on December 18, 2025. This follows voter approval of Proposition A in November 2024 and six months of collaborative negotiations between Hutto Fire Rescue leadership and the Hutto Professional Firefighters Association-IAFF Local 4707.
๐จ๏ธ"This agreement reflects our commitment to supporting the men and women of Hutto Fire Rescue while ensuring they have the tools and protections they need to serve our community safely and effectively,โ said Board President Todd Robison. โThis is a historic time for ESD #3."
In November 2024, voters approved Proposition A with 71.1% of the vote, authorizing Hutto Fire Rescue to enter into a collective bargaining agreement with its firefighters, as permitted under Texas law. Negotiations began in June 2025. Over the next six months, the parties held a series of collaborative meetings to develop an agreement that reflects both community needs and the operational realities of the department. While collective bargaining negotiations can often take a year or longer, this agreement was completed in approximately six months due to the shared goals and cooperative approach of both parties.
๐จ๏ธโI appreciate the hard work and many hours of negotiations put in by our commissioners to help reach this agreement,โ Robison added. โThe great history of trust and strong relationships between the ESD #3 commissioners and the personnel of Hutto Fire Rescue certainly contributed to getting this agreement accomplished much more quickly than normal.โ
While many provisions in the agreement reflect policies and practices already in place, the agreement formalizes existing procedures while also establishing clear processes for future decision-making. The resulting contract includes such provisions as compensation adjustments, overtime, certification and education pay, health and retirement benefits, workplace safety standards, and a jointly agreed grievance process.

I'd also like to thank Chief Kerwood and the ESD commissioners for their patience and understanding,โ said Jason Oltman, President of the Hutto Professional Firefighters Association-IAFF Local 4707. โSigning our first-ever labor contract is a historic event for IAFF Local 4707 and for Williamson County ESD #3. It was definitely a long process, but the association looks forward to working closely with Chief Kerwood and the ESD moving forward. This has just made our relationship that much stronger.โ
Hutto Fire Rescue is now the third Emergency Services District in Texas to have a collective bargaining agreement in place for firefighters.
