Lt. Strength brings with him a wealth of experience and a deep commitment to public service. He is a proud U.S. Air Force veteran, and has previously served as a State Trooper with the Texas Department of Public Safety and as a Ranger with the Lower Colorado River Authority (LCRA).

Sewer Construction Project Update
Portions of N. Ave. N & W. Pecan Dr.

Sewer improvements are underway on portions of N. Ave. N and W. Pecan Dr. to serve the Vineyard Springs Apartment Complex, being developed near the intersection of US Hwy. 290 and N. Ave. Q. These improvements will expand capacity within the system and replace older sewer lines that have been due for replacement for some time. While these upgrades will benefit the City’s system, it is important to note that this is a private project tied to the apartment development. The City Engineer’s Office is overseeing the work to ensure it is completed properly before being accepted into the City’s system. The developer is responsible for all related inspection costs.

The City has issued several Stop Work Orders during the course of this project after finding issues with both the methods and the quality of construction. These orders were necessary to:

1. Ensure the system functions properly long term once the project is complete; and

2. Protect local taxpayers from being left with costly maintenance problems after the developer’s maintenance bond expires.

We understand residents in the construction area have been impacted by delays and disruptions. The most recent Stop Work Order has now been lifted, but while corrective actions were being prepared, the contractor was reassigned to other projects outside of Johnson City. They are expected to return in October. In the meantime, the contractor plans to be on site in the next couple of days to remove excess materials, clean up the area, and evaluate or relocate steel road plates as needed.

When construction resumes, the contractor will be required to lower three manholes to the correct elevation, remove and reinstall a wastewater line in accordance with approved plans, reinspect all private service connections, and verify system elevations with the City Engineer’s Office. City staff will be present throughout the work to confirm it is completed correctly, with proper traffic control and safety measures in place.

A detailed project timeline will be posted once the contractor provides its October schedule.

The City is applying for funding through the Clean Water State Revolving Fund to expand and improve our wastewater treatment plant. This project is critical to support growth, protect water quality, and plan for future water reuse.
