The Montserrado County Grand Jury has formally dropped charges against Abdullah Kamara, Chairman of the Liberia Telecommunication Authority (LTA), in an Economic Sabotage case filed Criminal Court C Judge Roosevelt Willie.
When contacted via telephone The former suspended acting LTA CHAIRPERSON ABDULLAH L KAMARA said he had no comment on the decision because it's a critical court decision.
Instead, the grand jury has shifted focus toward former LTA leadership led by then Chairperson Edwina Zackpa and TAMMA Corporation, a private firm involved in the implementation of the Liberia Digital Transformation Project during the George Weah administration.
The grand jury’s indictment hinges on allegations that Zackpa failed to remit $3.2 million generated revenue to the government’s consolidated account.
These allegations appear unrelated to the operational actions of TAMMA Corporation.
The indictment consists of six counts against Zackpa and TAMMA Corporation, including economic sabotage, theft of property, and misappropriation of entrusted property, criminal facilitation, and criminal solicitation.
The allegations against Zackpa relate directly to her leadership and financial management practices within the LTA.
TAMMA Corporation involvement
The grand jury explained that in May 2023, TAMMA Corporation submitted a proposal titled “National Transformation Initiative of Liberia,” designed to enhance digital awareness and inclusion among Liberian youth.
Following the proposal’s endorsement by the presidency in June 2023, the LTA was instructed to secure funding and collaborate with TAMMA Corporation for the program’s implementation.
It indicates that in the absence of a formal contract, Zackpa authorized a payment of $54,000 to TAMMA Corporation for the digital transformation project as part of the LTA’s corporate social responsibility contributions.
The Liberia Anti-Corruption Commission (LACC) investigation reportedly uncovered insufficient evidence to demonstrate that any substantive work was completed in exchange for these funds.
On June 16, President Joseph Boakai suspended Abdullah Kamara amid allegations of corruption and financial mismanagement. Despite this, findings from the General Auditing Commission (GAC) have primarily raised procedural concerns surrounding the hiring of TAMMA Corporation rather than confirming any direct financial misconduct on Kamara’s part.
Kamara’s challenges originate from a GAC audit examining the Liberia Digital Transformation Project from January to December 2023.
Contrary to widespread speculation, the audit highlighted procedural irregularities in selecting project partners but did not substantiate claims of financial misconduct or criminal wrongdoing attributed to Kamara.
